Description
Please respond to Kerrin Goodspeed, Office of U.S. Foreign Disaster Assistance, USAID, Suite 8.7-052, Washington, DC 20523-8602 and NOT to the address listed in the Contracting Office Address. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This solicitation, No. OFDA-02-01, is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03, effective December 27, 2001. The associated North American Industry Classification System (NAICS) for this procurement is 541611 and the small business size is $5.0 million. The U.S. Agency for International Development (USAID), Office of Foreign Disaster Assistance (USAID/OFDA) requires the services of a contractor to coordinate and execute all logistical and administrative tasks necessary to successfully host the USAID/OFDA biennial conference. The conference is tentatively scheduled to take place for two days in late November 2002. Approximately 200 participants are expected to attend. I. The contractor will accomplish the following: o Locate and reserve an appropriate venue for the conference. o Venue selection will be contingent on USAID/OFDA final approval based on a comparison of three competitive bids. o Proposals will include an estimated price. The Contractor will be reimbursed for actual cost not to exceed the original estimate. o Hotels submitted for consideration must be within 3 blocks of a Metro station. o Once the venue has been selected: o Reserve an appropriately sized block of rooms for participants. Participants will be responsible for arranging their own travel. o Arrange and schedule all conference rooms, break areas and appropriate refreshments (subject to USAID/OFDA approval) for break periods. Ensure that the furniture arrangements in reserved locations fulfill the requirements. o Identify, arrange for and provide all required audio-visual support equipment and/or materials including but not limited to overhead projectors, flip charts, computers, projectors, etc. o The Contractor is responsible for the proper setup and troubleshooting of all audio-visual equipment to ensure functionality throughout the duration of the conference. o The primary Contractor will remain on-site throughout the duration of the conference. o Coordinate, design and provide any and all electronic or printed informational and promotional materials, pamphlets, brochures, welcome packages, name tags, speakers' name plates, event identification boards, proceedings, etc. that may be required. o Inclusive list of products required will be provided by USAID/OFDA but will be limited primarily to two color products requiring some stapling/collating and mailing. o All products will be approved by USAID/OFDA prior to production and/or distribution. Copies of all documents/products will be provided to USAID/OFDA. o Provide timely document reproduction services that may be required by participants throughout the duration of the conference. o Design and implement all required measures necessary to ensure an accurate and user-friendly registration process. o Process will include, but will not be limited to, sending out an initial announcement mailer, maintaining a web-based information source/registration and confirmation database, collating and maintaining an accurate list of attendees, mailing conference materials to all registered participants, etc. o All materials for dissemination/publication/posting on the World Wide Web will be approved by USAID/OFDA prior to public release. o Proposed registration process will be approved by USAID/OFDA prior to implementation. o Arrange for all travel needs for invited speakers and panelists. o Arrangements will include hotel reservations, plane tickets, and travel to and from airports. o Meals and Incidental Expenses (M&IE) will be provided pursuant to the Department of State standardized regulations. II. At the conclusion of the Conference the Contractor will have accomplished the following to the satisfaction of the NGO/IO/Donor Coordinator: o Hotel reserved, all logistical support arranged, all announcements, materials and proceedings produced and sent, all support documentation produced. III. This is a fixed priced purchase order. The Contractor shall provide the services described in Section I above, not to exceed a fixed price. This notice is a request for competitive proposals. The Government will not be responsible for any costs incurred in responding to this notice.
