Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Radyne Comstream for a satellite communication modem with time-transfer capability with the following critical specifications: 1) MODULATOR: a) modulation: BPSK and QPSK; b) IF Tuning Range: 50 to 180 MHz in1 Hz steps; c) IF Impedence: 75 Ohms; d) IF Connector: BNC; e) IF Return Loss: 20 dB min; f) Output Power: -20 to +5 dBm in .1 dBm steps; g) FEC: Viterbi K=7 at 1/2, 3/4, and 7/8; h) Reed Solomon INTELSAT Rates; i) Output Spectrum: meets INTELSAT IESS 308/309/310 Power Spectral Mask; and j) Spurious: less than 55dBc in any 4 kHz band. 2)DEMODULATOR: a) Demodulation: BPSK and QPSK; b) IF Tuning Range: 50 to 180 MHz in1 Hz steps; c) IF Impedence: 75 Ohms; d) IF Connector: BNC; e) IF Return Loss: 20 dB min; f) Input Level: -55 to -25 dBm; g) FEC: Viterbi K=7 at 1/2, 3/4, and 7/8; h) Reed Solomon INTELSAT Rates; i) Spectrum: INTELSAT IESS 308/309/310 compliant. 3) TWO-WAY TIMING: Modem is configured to produce the measurement signals necessary to compute two-way time transfer without impacting the standard user data communication functions a) Inserts an adjustable length timing pattern in the transmitted bit stream based on a TTL input from the user; b) Timing pattern is settable from 4 to 16 bits; c) Detects timing pattern in transmitted bit stream and produces TTL signal on DB9 output connector; d) Detects timing pattern in received bit stream produces TTL signal on DB9 connector; e) Detects timing pattern after routing through an additional copy of the anti-alias filter circuitry and produces a TTL signal on DB9 output connector. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
