- The Department of Energy, Western Area Power Administration, pursuant to Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements", intends to award a sole source, fixed-price purchase order to MRO Software for MAXIMO software maintenance and support services. MRO Software is located at 100 Crosby Drive, Bedford, MA. MRO Software is the only firm known to have proprietary rights to the technical data necessary for performing the above services. The services to be provided include unlimited toll-free telephone support, product enhancements and upgrades, remedial software corrections, quarterly newsletter, remote diagnostic support, and access to an electronic bulletin board. The period of performance is 1 May 2002 through 30 April 2003. A solicitation document has not been prepared and this notice does not constitute a request for proposals or invitation for bids. Vendors who believe they have the ability to perform the services described above must submit a capability statement by April 15, 2002, no later than 1:00 PM (Mountain Time Zone). As a minimum, the capability statement (10 pages maximum) should contain the following information: brief company history, company's line of business, short summary of personnel qualifications, and a statement or statements as to why the vendor believes they have the ability to provide the services listed above. Capability statements may be mailed to Western Area Power Administration, PO Box 281213, Mail Stop A7100, Lakewood, CO 80228-8213. They may also be faxed to (720) 962-7161 or submitted via e-mail to sutter@wapa.gov. A determination to compete the proposed effort based upon this notice is solely within the Government's discretion. The contracting officer's decision is anticipated no later than April 18, 2002. The contracting officer is not obligated to notify vendors submitting a statement of his final decision; however, vendors may call the contracting officer for that information. The Government will not reimburse a vendor for costs incurred in the preparation and submission of the capability statement or any other costs incurred in response to this announcement.
