- This is an UNRESTRICTED SOURCES SOUGHT ANNOUNCEMENT for stateside and overseas firms. The U.S. Department of State (DOS), Office of Overseas Building Operations (OBO); formerly know as FBO is seeking to prequalify general construction firms that have successfully performed overseas (outside of CONUS). AN AWARD MAY RESULT FROM THIS ANNOUNCEMENT AFTER A REQUEST FOR PROPOSAL IS ISSUED TO CONTRACTORS REQUESTING THAT PROPOSAL AND CONTRACTORS BE EVALUATED BASED ON TECHNICAL ACCEPTANCE BY OBO. THE TYPE OF EVALUATION SHALL BE BASED ON LOWEST PRICE TECHNICALLY ACCEPTABLE OFFER AS TO BE OUTLINED IN THE SOLICITATION.
