*****This combined solicitation synopsis has been extended from 02 April to 17 April 2002 due to delay in receiving a waiver. Resubmittal of proposals is not required.****** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is F1390020720100 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-05. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 421730 with a 500 employee size standard. The nonmanufacturing rule applies and a wavier has been requested. If the wavier is denied this announcement will be amended to dissolve the 100% set-aside for small businesses and begin unrestrictive competition. Contractors shall submit a lump sum proposal for all cost including shipping F.O.B. destination to Charleston AFB. Charleston AFB SC plans to procure One (1) Chiller, 110 Ton. The unit must meet the specification: Air Cooled Liquid Reciprocating Chiller, 460 volts, and 3 Phase, to include a Water Flow switch, Control transformer with cooler heater. The unit must have two (2) refrigeration cooling circuits, with each cooling circuit having two (2) compressors. The unit must come with epoxy coated aluminum coils/copper tubes. The unit must come with a 2-5 year compressor parts warranty. The unit must be compatible with or equal to Carrier, Model 30GTN110-K6-KA. Proposal should include a delivery schedule. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement. 2. Price- The Government will evaluate offers for award purposes for the total price for the requirement. Technical and price factors, when combined, are equal.
