- NA The Defense Contracting Command-Washington point of contact: Ms. Ruth Kelly, Contracting Officer on behalf of The Command, Control, Communications, and Computer (C4) Systems Directorate (J-6) of the Joint Staff intends to request services under a Cost Plus Fixed Fee (CPFF) Delivery Order type contract, using Full and Open Competition, that will provide for the delivery of Command, Control, Communications, and Computer (C4) systems instructions, architectures, analyses, plans, policies, doctrine, studies & a ssessments, demonstrations & experiments, automated tools, models, and program management efforts over the life of the contract. Projects under this contract will generally be in the security classification category of SECRET or below. However, all contra ctors (including sub-contractors) working in the Joint Staff spaces in the Pentagon are required to have a TOP SECRET clearance. In some instances contractors will be required to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. It will be the contractors responsibility to ensure contract employees are trained in proper security practices and follow appropriate security practices and procedures. Due short notice responses and interaction with Joint Staff and other Pentagon based organizations require that at least 85% of the professional staff be located in the Washington Metropolitan Area. Projects will include the delivery of C4, Intelligence, Surveillance, and Reconnaissance (ISR) systems instructions, architectures, analyses, plans, policies, doctrine, studies & assessments, demonstrations & experiments, automated tools, models, and program management efforts leading to the successful implemen tation of the Global Information Grid (GIG). A strong knowledge of military command and control, computers and telecommunication systems is necessary for this contract. The contractor will be required to perform research, analyses, and assessments; support acquisition related activities on the syste ms listed and described in each of the delivery orders and maintain technical insight of all aspects of the efforts assigned to each division in J-6. The contractor shall participate in working groups, meetings and conferences related to the programs monitored by the sponsors work under the contract. Participation may include hosting conferences, meetings and symposia. Facilities and administrative su pport will be provided when circumstances warrant. Contractor personnel may be required to attend certain technically oriented meetings and reviews. The Request for Proposal will be made available on the Defense Contracting Command ?
