DESCRIPTION: Walla Walla District, Corps of Engineers, has a competitive requirement, F.O.B. destination, for a fully functioning landing craft workboat, sewage pump and tank, with all primary and ancillary equipment installed, operable, and completely te sted and delivered to the Dworshak Dam & Reservoir, Ahsahka, Idaho. Vessel will transport a load of sewage at a steady minimum 20 knots; have a hull design that maximizes control and minimizes wake; a payload capacity of at least 9,000 lbs.; an 8hp Honda pump motor or equal, an Erickson SM 600 tank or equal, and a Masport HXL2V pump or equal. The workboat will have adequate suction to safely remove sewage from mini-camp toilets; industry standard, commercial marine grade hardware and system components; be relatively comfortable and ergonomically correct for operators; with a minimum operating range of 135 miles without refueling; a drive-on ramp and skid mounted tank assembly; include operator training and manuals, and commercially serviceable components. A tentative listing of the evaluation factors are listed below in descending order of importance: A. Technical Proposal: Offeror demonstrates through detailed drawings, specifications, operations instructions, etc. that the product they intend to delive r will meet or exceed the intended performance, design features, and warranty for the product described; B. Price: Price will be evaluated for completeness and reasonableness; C. Experience: Offeror demonstrates successful experience in designing and ma nufacturing vessels similar to, or greater in complexity than the sewage pumping vessel described; and D. Past performance: Offeror provides professional references and letters of recommendation to document successful past performance. Procurement is 10 0 percent set-aside for small business concerns. North American Industry Classification System (NAICS) code is 336612, size standard is 500 employees. A small business concern?s average employment, including the employees of its domestic and foreign affi liates, based on the number of persons employed on a full-time, part-time, temporary, or other basis during each of the pay periods of the preceding 12 months. This is not a request for proposal, but notice that a solicitation will be issued for this requ irement. All responsible sources may submit an offer, which will be considered by this agency.
