Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION IS ISSUED. The Request for Proposal number is PR-NC-02-10450 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement is for Environmental Research Center (ERC) Cafeteria Operations at EPA's ERC Facility, 86 T.W. Alexander Dr., Research Triangle Park, NC. Based on the occupancy of the ERC, the cafeteria services shall consist only of breakfast, soup, sandwiches, salad bar, and operation of the grill. Based on the current occupancy schedule, approximately 300 to 325 EPA employees and contractor personnel will be housed in the ERC. EPA projects approximately 113 individuals will move from the ERC on or about October 10, 2002, approximately 72 additional individuals will move on or about October 31, 2002, and an additional 76 individuals will move on or about November 21, 2002. Currently EPA's plans are a complete closure of the ERC cafeteria operations by the end of November 2002; however, due to the potential of move schedule slippage, EPA will provide option periods in increments of 30 days for each option through January 31, 2003. This requirement will be a firm fixed price base contract during the estimated period of 5/16/02-11/30/02; and two one-month option periods. North American Industry Classification System (NAICS) No. 722310 applies with a size standard of $15M in average annual receipts over the last three years. This RFP is issued as a Full and Open Competition. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items; 52.212-2, Evaluation--Commercial Items, 52.212-3, Offeror Representations and Certifications--Commercial Items, 52.212-4 Contract Terms and Conditions--Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) Past Performance; (2) Ability and Experience of Key Personnel; and (3) Staffing Plan. For this solicitation, technical evaluation factors are significantly more important than cost or price. The solicitation is available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. A Pre-proposal site visit will be held on April 10, 2002, at U.S. Environmental Protection Agency, Environmental Research Center, Room D102, 86 T.W. Alexander Drive, Research Triangle Park, NC, beginning at 8:30 a.m. Firms are encouraged to access the solicitation via Internet. If you will be obtaining a copy of the quotation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the quotation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal on/or before, April 22, 2002 by 1:00 P.M. eastern standard time.
