Description

SUBJECT?NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS DESC: The General Services Administration intends award a sole source contract to Aydin Displays, Incorporated, 700 Dresher Road, Horsham, PA 19044 for the P/N 356-7005-502 Standard rugged Flat Panel Monitor/Display with the following required components and features which are specifically configured for full compatibility with the ships? MIL-C-49142/3 three-lug cable connectors: (1) standard nineteen-inch equipment rack mount; (2) fourteen-inch panel height; (3) integral safety glass viewing window; (4) video input connector. Aydin Displays, Inc. is the sole manufacturer of this equipment and it has been successfully integrated and is presently in operation in other Navy ships. Aydin Displays, Inc. is the only manufacturer that has the proprietary information, capabilities, and knowledge to manufacture this equipment. Theses units are identical to ones previously installed in other Navy ships and shall maintain the established configuration baseline. Any other manufactured units would impact the operator, maintainer and the established logistics support structure and would require new engineering analysis and testing. And unnecessarily increase both technical and schedule risk and ultimately raise program costs. The commonality of systems is critical in maintaining a baseline ship configuration in the fleet. This contract action is subject to the availability of funds. This is a sole source procurement under the authority of FAR 6.302-1. This notice of intent is not a request for quotation (RFQ) for competitive quotes. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the government.
