Description
The Library of Congress intends to negotiate on a sole-source basis with Zentrum fur Bucherhaltung GmbH (ZFB) of Leipzig, Germany to provide fully mechanized, archival paper splitting services for at-risk Library of Congress materials which are too brittle to serve to the public. These objects include, but are not limited to, newspaper editions, documents, manuscripts, comic books, and maps. These services shall address the paper's loss of physical strength, retain the object's original format, and be an economical alternative to single item treatment. Treatment steps involved to improve the condition of individual sheets and the overall binding include, washing, deacidification, leaf-casting, splitting and resizing. This contract shall be for a base year and two (2) option years. Capability statements documenting contractor qualifications to perform the work expected, as outlined, herein, must be received within fifteen (15) days after date of publication of this synopsis. A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the government. This notice of intent is not a request for competitive proposals. Offerors who request a copy of the solicitation and/or merely provide a statement that they can perform the work required will not be considered.
