- NASA/DFRC plans to issue a Request for Offer (RFO) for the following brand name only items: three (3) SunFire V880 computers and components includes, A30-WRF8-32GQM-IP- Sun Fire V880 Srvr 8, 1 ea., ALW-24-S-0-A30-CNS -Sun Fire V880 CONS, 1 ea., CU-CONSOL-RMA-RMA Kit 1 ea., x311I-Power Cord Kit, 3 ea., A30-WRF4-08GQF-IP- Sun Fire V880 Srvr 4, 2 ea, ALW-24-S-0-A30-CNS -Sun Fire V880 CONS, 2 ea., CU-CONSOL-RMA-RMA Kit, 2ea., x311I-Power Cord Kit 6 ea., X3768A-PGX64 CARD w/Video Adapter, 3 ea., and X6295A- OPT INT TAPE 20GB, 3 ea. components listed by Part Number from the Sun Microsystems Computers Brand name or equal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase these items from the manufacturer, Sun Microsystems or authorized distributors, on a sole source basis under 10 USC 2304(c)(1)), "Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements." It is likely that award to other than Sun Microsystems or authorized distributors would result in substantial duplication of costs that is not expected to be recovered through competition. Support from Sun Microsystems or authorized distributors includes equipment configuration, training, maintenance, and mission support will be provided at lower cost, because of existing equipment. The systems to be procured are direct replacement units or modifications to existing installed Sun equipment and because of the proprietary nature of the system design and manufacturing drawings and technical data, is the only responsible source that could effectively and economically manufacture the system. Duplicate equipment to the Sun Microsystems or authorized distributors, which has been tested and proven, is to be the only acceptable system NASA DFRC will accept. The original award of the system was competed. The value of the installed system is over 3 million dollars. The NAICS Code and Size Standard are 334111 and 500 employees respectively. The DPAS Rating for this procurement is DO-A7. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 18, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All qualified responsible sources may submit an offer which shall be considered by the agency.
