- NASA/LaRC plans to issue a Request for Quotation (RFQ)for: One (1) each of the TransEda Simulation Edge Verification Navigator Hardware Description Language (HDL) Verification tool suite,including VN-Check, VN-Cover, and VN-Optimiz; and annual software maintenance. The planned purchase order will include options for four additional annual software maintenance periods. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from TransEDA, Nachua, New Hampshire as the only known source who can meet agency requirements. The TransEda Simulation Edge Verification Navigator will support ongoing NASA Langley Research Center research and development activities of the Scalable Processor-Independent Distributed EME Resilient (SPIDER) architecture. SPIDER is an element of the Distributed Threat Tolerant Embedded Systems tasked aimed at developing enabling technologies for critical systems for the 21st Century Airplane. Components of SPIDER are being developed by NASA Langley Research Center as a joint effort with the FAA with the purpose of providing feedback and training material on the use of the recently-release RTCA/DO-254 Design Assurance Guidance for Airborne Electronics Hardware document. TransEda Simulation Edge Verification Navigator is the only known HDL verification tool suite that can provide provide a test coverage analysis tool that includes general coverage metrics like statement, branch, condition, path, process triggering, and signal toggle. Also, the test coverage analysis tool includes infinite state machine-specific coverage metrics for state, arc, and path activity. These features are necessary for successful SPIDER research and development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 15, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
