- Description
- NASA/SSC plans to issue a Request for Quotation (RFQ) for a Hyperspectral Radiometer. The HydroRad is a hyperspectral radiometer designed to provide upwelling radiance and downwelling radiance in 512 wavebands between 350 and 850nm. This instrument is mount in a water-proof housing designed to be lowered into the ocean to depths of up to 200m. The intended use of this instrument is to collect in-situ data that will provide ground truth for correlation with data collected with an airborne hyperspectral imager over the same location. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using Commercial Item Acquisition under FAR Part 12. NASA/SSC Office of Procurement intends to issue a sole source, firm fixed price purchase order to HOBI Labs/Hydro-Optics, Biology and Instrumentation Laboratories, Inc., from Moss Landing, CA, under the authority of FAR 6.302-1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 14, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
