- This is a combined synopsis solicitation for commercial items prepared in accordance with the format of FAR Part 12.6 supplemented with additional information contained in this notice. This announcement constitutes a formal request for proposal (RFP) and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-06. PUR02000032 should be referenced on all proposals. The NAICS Code is 339950 with a small business size standard of 500 employees. This is a 100% small business set aside. The NTSB requires two (2) backdrops with carrying case and one year warranty against failure or defects in material and workmanship under normal use as described below: Each backdrop (or billboard) must be fully self-supportable, lightweight and collapsible. Once collapsed, the backdrop must have its own compact, self-contained carrying case that is transportable and which also can be stowed in an aircraft overhead bin. Each backdrop?s dimensions are 10 ft. width by 8 ft. height. Once erected, the backdrop must have a flat forward face. Each backdrop?s forward face color will be royal blue (or of a blue that closely approximates this color and is approved by the NTSB) and in a low or flat matte finish to reduce reflection from TV camera and photography lighting. No border or edging of another color is required. Each backdrop will have the NTSB?s seal or the agency?s name permanently applied to its forward face. This graphic will be supplied to the vendor by GAPAFA and its specific dimensions, character and placement on the backdrop will be determined at the time project work has begun and in close coordination with the vendor to insure cost and quality targets are met. One backdrop will be used for indoor events only. The second backdrop will be used for indoor and outdoor events. This backdrop?s forward face must be made of an all-weather material. Additionally, this backdrop must be able to be anchored to remain in place during a light breeze. Completed products must be warrantable against failure or defects in material under normal use for up to one year. If completed product, after careful coordination by NTSB throughout production process, differs from any of the above requirements, the vendors will make corrections at no cost to the NTSB. DELIVERY TARGET: 2-3 weeks upon selection of vendor (NTSB will supply graphic and specifications for backdrop placement within 1-2 days of vendor selection) The NTSB may review previous and similar work to assess quality of services. Such a review could include a visit to the vendor?s site. Your price proposal should include the price for each of the two backdrops with carrying case and one-year warranty. Include with your proposal names and phone numbers of at least three customers for whom you have provided similar products. Commercial Items; the offeror shall submit a completed copy of provisions at 52.212-3 Offeror Representations and Certifications ? Commercial Items with their proposal. The resultant contract will include FAR 52.212-5, and incorporate by reference FAR 52.212-4. Proposals are due 1:00 p.m. local time (EST) Tuesday April 2, 2002. An official authorized to bind the offeror?s organization shall sign all offers. All proposals shall be submitted to the Contracting Officer, NTSB, 490 L?Enfant Plaza East, SW, Washington, DC, 20594. If hand delivered they shall be taken to the receptionist on the 6th floor.
