Description
The Naval Undersea Warfare Center Division, Newport proposes to acquire Services in support of Navy Communications and Associated Electromagnetic and Platform Support Systems. The solicitation will be Unrestricted. (NAICS Code 541330. Anticipated RFP release date: 12/14/01). The majority of the work will be in support of the Navy EHF SATCOM Program (NESP), Submarine High Data Rate (SubHDR) Program, EHF Tactical Interface Processor (TIP), and the satellite systems with which they are associated. The resulting contract will be an Indefinite Delivery/Indefinite Quantity type with Cost Plus Fixed Fee provisions. the Period of Performance shall be five years from Date of Contract Award. Total estimated Level of Effort is 115,000 manhours. This is a follow-on to N66604-98-D-0965 with Lincom Corp. Award will be made on the basis of Best Value to the Government. Offers will be evaluated based on Technical Capability and Cost. The two evaluation factors, Technical Capability and Cost, are in descending order of importance as follows: The Technical Evaluation: Subfactors are listed as follows in descending order of importance: (a) Personnel, (b) Technical/Management Approach, (c) Past Performance, with Subfactor (a) being twice as important as subfactor (b) and twice as important as subfactor (c). Cost Evaluation: Technical capability is significantly more important than Cost. Although cost shall be the less important evaluation factor, it is important and will be seriously considered.
