THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. It is a request for sources to determine the capabilities of small businesses to conduct multiple policy-relevant research and evaluation studies simultaneously in the five program areas of (1) Health Care Organization and Service Delivery; (2) Health Care Financing; (3) Public Health Systems; (4) Disability and Aging Data and Policy Analysis and (5) Long-Term Care Data and Policy Analysis. NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released, it will be synopsized in the FBO. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. The Department of Health and Human Services (DHHS), Office of the Assistant Secretary for Planning and Evaluation (OASPE), seeks experienced small business firms who have the capabilities to conduct data development activities, policy assessment and research, and information dissemination related to issues in the five program areas listed above on an as-needed basis. It is imperative that the Contractor conducting these activities have the following skills and experience: (1) an understanding of the purpose and uses of short-term studies to provide data and information, policy analyses and technical expertise related to one or more of the above subject areas, (2) the capacity to conduct time-sensitive demographic, legal, economic, statistical, or organizational analyses and research that are quantitative or qualitative in nature, (3) the capacity to conduct primary data collection through focus groups, case studies, and large-scale survey efforts, and demonstrated expertise in survey research methods such as sample frame construction, construction of population weights, instrument design and testing, and OMB Clearance packet preparation, (4) the capacity to construct analytic files from survey and DHHS administrative data, edit and manipulate data elements, and link multiple data files to support cross-sectional and longitudinal analyses. A general understanding of the objectives, organization, and operation of the Office of Assistant Secretary for Planning and Evaluation, and the various Operating and Staff Divisions that make up DHHS, is desirable. DHHS plans to hold a pre-solicitation conference in order to determine if sufficient sources are available to set this requirement or any portions thereof aside for small business. We therefore encourage small businesses to attend the conference. However, large businesses are not excluded and may attend the pre-solicitation conference as well. Businesses who believe they have the capabilities to provide these services should submit a brief capability statement that describes its ability to meet the above stated skills and experience. The capability statement should (1) state the year the company was started, (2) state the number of employees of the firm, (3) state the program area(s) to which you are responding, (4) list and describe at least three projects performed during the last five years that are directly related to the chosen program area(s), (5) briefly describe the ability to conduct multiple and concurrent data development activities, policy assessments and research, and information dissemination, (6) state whether or not you are a small business. The capability statement shall not exceed five pages. One copy of the capability statement shall be submitted to the contact name and address listed above by 12:00 Noon local time, April 17, 2002. Submission of a capability statement will confirm your attendance at a pre-solicitation conference to be held on April 22, 2002 at 10:00 a.m. at the Hubert H. Humphrey Building, 200 Independence Ave., SW, Washington, D.C. Attendees will be escorted from the HHH guard desk to the meeting room. The conference will provide businesses the opportunity to meet with the program officials to further discuss the requirement. NOT ATTENDING THE PRE-SOLICITATION CONFERENCE WILL BY NO MEANS EXCLUDE A COMPANY FROM COMPETING WHEN AND IF THE SOLICITATION IS RELEASED IN THE FBO. Due to space limitations, only one representative per firm may attend the conference. This representative should be a principal of your organization. Please state who that representative will be in the capability statement submitted.
