- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is PHCB-110. This solicitation is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The North American Industry Classification Number is 42349. UNICOR intends to enter into a definite quantity/delivery contract for One (1) each Aqueous Cleaning System: Requirements: The contractor shall supply equipment that meets the following criteria? Self-contained low discharge aqueous based batch-cleaning system (wash, rinse, cleanliness test and dry) capable of cleaning rosin-fluxed printed circuit boards. Meet all safety ANSI/UL and ANSI/NFPA standards. PC computer controlled system with monitor and software. Operating software that has the ability to control water resistivity, water/heat temperature and store/recall and print current/historical data. Chemical management system with ability to control/adjust and monitor concentration levels. Statistical process control software capable of printing current/historical records. Segregated stainless steel wash and rinse systems (this includes tanks, plumbing and pumps) with four sided spraying. Adjustable stainless steel PCB board rack. Capable of cleaning boards up to 17? x 19? in size. Electrical input of 208 or 240VAC single phase. Physical size to be approximately 4? wide x 3? deep x 5? high. Delivery time 4-6 weeks ARO. Provide on-site setup and training of operation and maintenance of machine (this requires a NCIC background clearance prior to contract award). Delivery will be 60 days or sooner. FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. FAR52.212-2, Evaluation-Commercial Items applies. Ability to set-up and train staff and inmates within a prison setting may carry more weight in the evaluation than price. Proposals must cover all aspects of the equipment being procured and is an All or None requirement. Offerors within a reasonable range of the government estimate will be evaluated. Delivery, Customer Service and Quality of product will be evaluated under Past Performance if available. Provision at FAR 52.212-3, Offer or Representations and Certifications-Commercial Items, must be completed and provided with offer, it is imperative that these forms are submitted. Offers must indicate Solicitation Number PHCB-110, time specified for receipt of offer, name, address and telephone number of offeror, technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation to be considered for award. A completed copy of Representations and Certifications at FAR 52.212-3, and acknowledgment of all amendments, if any. All Offerors that fail to furnish required Representations and Certifications, Business Questionnaire information or reject the terms and conditions of the solicitation may be excluded from consideration. The Government may make award without discussions; therefore, the Offerors initial offer should contain best pricing. An award will be made based on best value to the Government. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Offeror must hold prices firm for 60 days from the date specified for receipt of offers. Offers or modifications to Offerors after the exact time specified may not be considered.
