Description
NA The Vermont National Guard is soliciting proposals for multi-discipline, multi-year maintenance, repair, alteration, and minor construction service contracts. It is our desire to make multiple awards to General Contractors only. Task orders shall not excee d a cumulative amount of $20,000,000 to any one contractor over the possible five-year term of each individual contract, inclusive of options. Delivery Orders will range from $2,000 to $2,000,000. Task Orders will be issued to TOC contractors based on comp etitive price or a combination of price and other factors (best value judgements) in accordance with the Federal Acquisition Regulation (FAR). The contract will remain in effect for a period of one year from the date of contract award with the option to ex tend the contract for four additional one-year periods. Individual projects will be solicited by the Vermont Army National Guard VT-PFO-PC or the Vermont Air National Guard 158FW/LGC offices. We intend to award TOCs to General Contractors as defined in the North American Industry Classification System (NAICS) under sub-sector 233 of work. Source Selection procedures in accordance with Department of Defense FAR Supplement (DFARS) 215.305 will be used for each award of basic TOCs. Evaluation criteria for awar d of each TOC, in descending order of importance, are: (1) Past Performance ? Company Experience, Past Performance Questionnaire, Corps of Engineers? Performance Report (2) Technical Management ? Management and Support Staff, Quality Control Plan, Contract or?s Capability, Bonding Capacity, Financial Capacity (3) Price Proposal/Sample Project. (Bid Price on typical project included in the solicitation). Interested parties may obtain a copy of the solicitation by written request only. Written request may be f axed to the USPFO For VT, VT-PFO-PC, BLDG 3, 789 Vermont National Guard Road, Colchester, VT 05446, at 802-338-3184. It is anticipated that the solicitation will be issued on or about 15 May 2002. No telephone requests will be honored. All responsible sour ces will be permitted to submit a proposal, which shall be considered. This procurement will be 100% set-aside for small businesses. Size standard for NAICS, under subsection 233 is $28.5 Million in gross revenues averaged over a three year period. Numb er Notes: 1. Indefinite Delivery ? Indefinite Quantity contracts will be awarded as a result of this solicitation.
