Description
NA The U.S. Army Engineering and Support Center, Huntsville (USAESCH) intends to award a firm fixed price commercial item contract (a base year and four option years) for professional managerial services to staff and operate the ?Life Center? fitness facility , located on the first floor at the USAESCH building, 4820 University Square, Huntsville, AL. The 2,300 square foot facility includes a 1,000 square foot aerobics room with sound system, a 1,200 square foot carpeted area with weights and fitness equipment , a 65 square foot office, and a 35 square foot locked storage area. Controlled access locker rooms, with showers, are adjacent to the equipment area. Approximately 600 Federal employees of the U S Army Corps of Engineers are eligible to participate in t he activities of the Life Center. Employee family members are also eligible to participate. Employee participation is voluntary. The solicitation contains two alternatives for staffing. Offerors may propose on one or both Alternatives. Alternative1: st aff the Life Center a total of 35 hours per week, Monday ? Friday, 7 hours per day (Monday ? Thursday, 11:00AM ?5:00PM; Friday, 6:30AM ? 1:30PM). The remaining hour of each day for Alternative 1, Monday-Thursday, may be worked before or after the hours st ated, but the contractor must ensure a staff member attends all scheduled classes. Alternative 2: staff the Life Center a total of 24 hours per week, Monday ? Thursday, 5.5 hours per day and Friday, 2 hours (Monday ? Thursday, 11:00AM ?4:30PM; Friday, 11:0 0PM ? 1:00PM). The work schedule excludes Federal holidays. Period of Performance is June 1, 2002 ? May 31, 2003, with four option year period (if exercised), each beginning on June 1 and ending on May 31 of the applicable year. The contractor shall pro vide (except those provided by the Government) all necessary materials, labor, and supervision for the operation of the Life Center. Per week, a minimum of nine (9) approved exercise classes for alternative 1 or six (6) approved exercise classes for alter native 2 shall be presented during the stated hours of operation. Other responsibilities include, but are not limited to: a) meet and greet new members and provide encouragement and motivation to all members; b) Coordinate the Pre-Participation Evaluation Process at the Life Center, following American College of Sports Medicine guidelines; c)conduct one-on-one health and wellness consultations with members by appointment, as requested; d)conducting fitness testing to measure individual employee?s muscular strength, endurance and heart recovery after exercise; e) developing and conducting monthly motivational programs and events to encourage fitness participation and awareness; f) organizing and presenting an annual health fair/open house for all USAESCH emp loyees; g)provide, in accordance with sound health and wellness development and procedures, aerobic classes similar to but not limited to the following: Step, Abdominal and Stretching, Butts and Guts, Low Impact, High Impact, Beginner Aerobics and Basic S teps; h)performing daily inspection, cleaning, lubrication and adjustment of Life Center equipment; i) perform a general inspection of the facilities, including locker rooms, at the beginning of each workday; j)refer members to their individual physician i n situations where the results of the pre-exercise health screening process indicate that a doctor ?s evaluation and approval is in order prior to the individual embarking on or continuing with a personal exercise program; k)(a)establish and maintain an au tomated personal computer based system of tracking employee usage of the fitness facility and (b) establish and maintain an alternate tracking system to be utilized in the event of computer failure or malfunction; l) maintain confidential files for each me mber; m)prepare and display program schedules, announcements of activities and other promotional events n) prepare and submit monthly Life Center activity repor ts and o)inform, as soon as identified, the Logistics Management Office of any hazardous conditions, equipment repair, accidents, injuries and building maintenance needs and submit follow-up reports as requested. The contractor director/manager is not req uired to have a degree, but will be considered to add value in a best value analysis; exercise instructors must hold current fitness training certification for the exercise classes presented; contractors must show proven ability to motivate customers and market fitness/wellness programs; contractor must show knowledge of automation software to track/manipulate data for membership records, medical history; fitness goals/development and progress, health risk analysis, and other information normal to operatin g a total fitness center and program including knowledge of various fitness equipment usage and maintenance; contractor must show experience conducting health screening process, evaluating fitness of customers and designing an individual fitness and wellne ss program for them, operation of a fitness facility that offers a full range of fitness equipment and programs geared to fitness and wellness. Additionally, to be considered eligible for award, the successful offeror must be registered with the DoD Centr al Contractor Registration (CCR). It is the sole responsibility of the offeror to register in CCR. Technical evaluation criteria shall be set forth in the solicitation, which will be issued on or about April 19, 2002. Date and time for receipt of quotes will be specified in the solicitation. The solicitation will be posted on the Internet and will be accessible for download from the US Army Engineering and Support Center home page at www.hnd.usace.army.mil.
