- NA The project consists of the contractor blast cleaning, repairing and painting twenty spillway dewatering bulkheads required for spillway dewatering operations at W.P. Franklin Lock and Dam located in Lee County, Florida, approximately ten miles east of For t Myers. Sandblasting, repairs and painting shall be performed at the Contractor's work site. The pick-up beam is not included under this contract. The work also covers replacement of the existing rubber seals with new ones of the same size and shape. Each bulkhead is made up of two girders, top and bottom and both girders are inter-connected with cross beam to form one unit. The bulkhead is welded with a ? inch thick skin plate on its upstream face (face on the water side). Each bulkhead is 39 feet, 11 inches long by 2 feet, 10 ? inches wide by 4 feet, 6 inches deep. Each bulkhead weights approximately 20 tons. The bulkheads are currently stored at United States Army Corps of Engineers South Florida Operations Office (SFOO) in Clewiston, in Hendry C ounty, Florida. Corps personnel will load the bulkheads on to the contractor's trucks for transportation to his workshop for repairs and will unload the same at the time of delivery back at Clewiston. Each operation, loading and unloading will be eight ( 8) hour a day operation and it is the responsibility of the contractor to provide sufficient number of trucks for these operations so that loading and unloading can be done within that time period. Contractor shall be responsible for safe transportation o f the bulkheads from Clewiston to Contractor's work site and back from the work site to Clewiston in accordance with DOT regulation. Equipment needed would include, but not limited to, the following: Flatbed truck(s), crane, sandblaster(s), painting equi pment, and rubber seal replacement equipment. Estimated construction time is 120 calendar days after receipt of the Notice to Proceed. Magnitude of construction is between $100,000.00 and $250,000.00. Solicitation will be issued on or about 22 April 2002 and open on or about 06 June 2002. Solicitation will be issued in electronic format only. Bidders will be provided a CD-ROM at no cost.
