- NA REF: Presolicitation Notice DACA72-02-T-0007 posted 22 FEB 2002. The purpose of this amendment is to change the Statement of Work and to provide clarification to questions received during the initial solicitation period. The specific questions and answers and a sample copy of the current digest are available at the foll owing URLs respectively: http://www.hecsa.usace.army.mil/hxcontracting/rfq's.htm & http://www.hq.usace.army.mil/ISD/ Questions will be accepted until 11:00am on 09 April 2002. The U.S. Army Corps of Engineers intends to award a competitive contract for the following: STATEMENT OF WORK PUBLIC WORKS DIGEST TASK TITLE: Provide cover design services, text design services, proofreading and editing, as required, to produce the Public Works Digest. 1. BACKGROUND: The Public Works Digest is a collection of articles and graphics that provide technical information, lessons learned and guidance on the public works business to installations worldwide. 2. SCOPE: The contractor shall provide all necessary labor, material, equipment and shipping to accomplish the specified design services and associated proofreading and editing. The contract is for six (6) issues of the Digest based on 44 pages per issue. Potential contractors should consider in their bids unexpected layout changes due to fast-breaking news, changes in policy, and late submissions that shall require travel to the Technical Point of Contact (TPOC) and vice versa. The scope of work includes, but is not limited to, the following tasks: Design and layout (excluding cover) Cover art and design Grayscale photo scan Digital image translation/extraction Text conversion Custom diagram/graph/chart/table Clip art or art retrieved from websites Making TPOC's changes Generation of Acrobat pdf file for Internet (low resolution - Acrobat 5.0) Generation of Acrobat pdf file for press (high resolution -Acrobat 5.0) Creating custom icons for each section head using The design services shall follow the established style of the current Public Works Digest using desktop publishing methods and software. One color (black) for cover, photos and text; no edge bleeds; saddle-stitched and folded to 8 1/2 inches by 11 inches. Programs to be used : QuarkXpress 4.11, PhotoShop 6.0, Adobe Illustrator 9.0.2, Microsoft Word 98, MacLinkPlus 10 and FlightCheck 3.9 Fonts to be used: Body copy-Janson Text and bold Headlines, Section heads-Frutiger Text shall be provided to contractor in sections as Microsoft Word via e-mail or on disk. The contractor shall provide graphic and design services for publication of six issues of this newspaper using initial and follow-on page layout templates generated by the contractor. In addition, the contractor shall be asked to provide some proofreading /editing services. Each issue shall contain no more than 44 pages and should be completed to allow distribution to readers by the last week of the first month and no later than the first week of the second month of production. For example, the January/Febr uary issue should be completed by the end of January, the March/April issue by the end of March, the May/June issue by the end of May, and so forth. The TPOC shall provide: d. All articles and/or materials for all articles. d. All photos as either digital or hard copy in color or black and white, but the contractor will do all cropping (scanning if not digital), and sizing. c. All cut lines. d. All concepts/photos for cover STATEMENT OF WORK PUBLIC WORKS DIGEST 3. DELIVERABLES: The basic process for performing the work shall be as follows: a. Editor presents articles/graphics to contractor for design via e-mail or on disk. b. Contractor submits designed copy to editor for approval by e-mail, FAX copy or hard copy by overnight mail at contractor's expense. (2 working days) c. Editor submits corrections/changes to con tractor for final desig n. (1 working day) d. Contractor makes all final changes and electronically submits final file to government web master and disk to print contractor. (1-2 working days). e. Revisions are dictated by the TPOC to the contractor by phone, and shall consist mainly of typographical and editorial changes. On occasion, the designer will have to meet with the TPOC when art/layout must be revised or an article inserted or pulled at the last minute, affecting the design of the entire Digest, while still maintaining the specified work schedule. This travel shall be done at the contractor's expense. f. The performance by the contractor and the quality of work delivered, including services rendered in support thereof, shall meet generally accepted professional standards and are subject to inspection, review and acceptance by the TPOC. h. The contractor shall effectively demonstrate knowledge of good layout and design practices by assessing the impact of photos, theme of articles and photos, and importance of subjects in the photos by creatively sizing and placing the photos on the page based on their content. 4. PERIOD OF PERFORMANCE. Work shall begin immediately upon issuance of contract and terminate 30 April 2003. 5. CONTRACTOR FURNISHED PROPERTY. The contractor shall be responsible for providing all materials, hardware, software, transportation and supplies necessary for the execution of all work under this order. Contractor shall generate/submit Acrobat pdf files for: a. Initial page layout templates with embedded graphics for the front and back cover, table of contents, and each different section. b. Proofs (via e-mail (preferred), FAX, laser outputs with overnight delivery or in-person meetings). c. Final version to be posted on Internet must be e-mailed to government web personnel. d. Press-ready version sent to print contractor on Zip disk or compact disk by overnight mail. e. Custom cover art for each issue based on a concept/photo suggested by the TPOC. e. Custom diagrams, graphs, charts, tables and artwork to accompany articles as needed. This is a combined synopsis/solicitation per FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DACA72-02-T-0007, which is a request for quotation (RFQ). NAICS code is 541430, size standard is $5.0 million. Quotes shall be submitted as follows: Clin 0001 6 EA @ $_____________ Total____________. Incorporated provisions and cla uses are those in effect through Federal Acquisition Circular 2001-04. FAR provision 52.212-1 applies to this acquisition, offer shall be evaluated for fair and reasonable price, adherence to applicable clauses, and provisions.
