Description

The FISC Norfolk Det Philadelphia intends to acquire through full and open competition a Wavelength Dispersive Sequential X-Ray Flourescence Spectrometer for use by the Naval Foundry & Propeller Center, Philadelphia. The spectrometer must be new and unused, capable of performing its intended function in accordance with the operation and performance requirements as specified in the forthcoming solicitation. The equipment must be one of the manufacturer?s current production models, which, on the date the solicitation is issued, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer?s published catalogs or brochures. In addition to the Spectrometer, the contractor will provide the following: 1) All installation services. 2) A spare parts list adequate for one year?s support of the unit, which parts may be purchased from the contractor at the option of the Government. 3) Training of Government personnel in operations, maintenance and trouble shooting. 4). Related documentation. The solicitation will require the submission of a price proposal, and a technical proposal for evaluation by the Government. Award will be made on a best value basis with technical more important than price. This requirement will be processed using Commercial Items (CI) procedures. A firm-fixed price contract will result from the forthcoming solicitation.
