Description
STATEMENT OF WORK FACILITY COLLECTIVE PROTECTION (COLPRO) DESIGN/STUDY PROJECT #01-1075. Three separate phases of a Design/Study are required to evaluate the COLPRO facilities at Incirlik Air Base. In order for the government to evaluate your proposal, your qualifications and experience in the design and construction of Chemical and Biological (CB) protective facilities is required. If applicable, you should include subcontractor qualifications also. It is pertinent to include supporting work completion statements and any other documentation necessary for a fair evaluation. A minimum 10 years of industry experience required in the following areas: 1) Decontamination, layout and procedures for processing personnel through Liquid Hazard Areas (LHA), Vapor Hazard Areas (VHA) and Toxic Free Areas (TFA). 2)Disposal of liquid and material contaminated waste. 3)Integrity of facility envelops to resist intrusion of chemical and/or biological agents. 4)Integrity of facility entrances and air locks for blast resistance and intrusion of chemical and/or biological agents. 5)Interior and exterior chemical and/or biological agent detection systems. 6)Stand-by power generation systems and controls. 7)HVAC air flow, filtration, building pressurization systems and controls. PHASE 1 (On-site Evaluation). The first phase of the Design/Study is a careful analysis of various facilities to perform their COLPRO function. The engineering team will test and evaluate the COLPRO systems to develop specific recommendations to 1)check systems function and 2)to upgrade to currently available technology. The recommendations shall include, but not limited to the following: specific design criteria and requirements (including critical details and specifications) for HVAC capacities, airflow, filters (what type, what manufacturer), type of paint, air pumps, water pumps, types of doors, seals, penetration seals and on all equipment necessary for COLPRO function. The proposal is to include an in depth evaluation, with recommendations of necessary modifications to upgrade each facility layout and equipment to meet current State of the Art criterion and specifications for COLPRO facilities based on NATO and/or United States standards. PHASE 2: WRITTEN REPORT The final written report will include the following, but not limited to: 1)Critical details, specifications and drawings. 2)Evaluations, Analysis, and Recommendations. 3)Written monthly, quarterly, and annual maintenance and operation procedures. 4)complete listing or COLPRO equipment in all facilities. 5)Provide cost estimates on the following: a. Procedures for and performance of filtration equipment commissioning to include in-place leak testing of all Filters. The commissioning is to include pressure drop determination across each filter bank. b. Technical evaluation of A/E Design bids, 35/65/95 Design Reviews, technical evaluation of construction bids, final inspection, commissioning and initial certification, and annual certification. c. Unit daily costs for Engineering and Technician personnel to perform further inspection services that might be requested by Air Force personnel. PHASE 3: ON SITE PRESENTATION AND BRIEFING. After the final report is written, the engineering team will present it to the 39th Wing Leadership, at Incirlik Air Base. The team will also provide the presentation, written report, and drawings on CD, as a deliverable.
