Description
Provide professional services for various multi-discipline projects for healthcare facilities throughout the world. Services includes but is not limited to preparation of block or line plans, design, site planning, magnitude cost estimates, investigation services, site visits, validation of required clinical programs, and related data, master planning activities, development of schematic alternatives and other related activities. The intent is to award a minimum of three open-ended A/E IDIQ master contracts for a period of one year not to exceed the simplified acquisition threshold of $5,000,000 including options. Award of individual task orders is contingent upon project funding and may vary in scope and size. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, when requested, (3) A/E Form 08-6298, when requested; and (4) any requested supplemental data to the procurement office shown. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) professional capabilities - Professional qualifications necessary for satisfactory performance; (2) specialized experience in Health Care Planning and technical competence, as required; (3) Capacity to accomplish multiple, simultaneous task orders at different locations; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Qualifications of staff to be assigned, with special emphasis on field personnel to be assigned; (6) Knowledge of recovered materials, energy conservation, polution prevention, waste reduction, universal standards any other special qualification required under this announcement by the contracting activity.
