- NAVSEA Indian Head, Surface Warfare Center, Indian Head, Maryland has a requirement for the Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) for Man Transportable Robotic System (MTRS). The MTRS will provide the military Explosive Ordnance Disposal (EOD) technician with a man transportable capability to remotely perform reconnaissance during extremely hazardous EOD missions involving unexploded ordnance (UXO) and improvised explosive devices (IEDs). The MTRS will be able to operate in both urban and rural environments. The MTRS will be a modular system that will allow interoperability with future mission packages such as chemical and nuclear detectors, EOD render safe tools, EOD disruption tools, and EOD disposal tools. The system architecture (hardware and software) of the MTRS will be inherently expandable and inherently upgradeable to allow for future en hancements. Use your e-mail read notification feature to confirm the contract specialist's receipt of your registration. The government is not responsible for any undelivered e-mail transmissions. It's the requestor's responsibility to periodically check the IHDIV Contracts Division website for current status of solicitations and amendments. Once the solicitation has been issued on the Internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading from the Internet. Copies of issued solicitations can only be obtained at http://www.ih.navy.mil/contracts (Copies of solicitations will not be e-mailed, faxed, mailed or provided in person, these types of requests WILL NOT BE ACKNOWLEDGED.) Approximate issue date of this solicitation is 01 May 2002. All offerors will be ineligible for award unless they have registered in DoD's Central Contractor Registration database (CCR). Access CCR at https://www.ccr.dlsc.dla.mil or call 1-888-227-2423. The Government intends to award one, possibly two, Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts for the MTRS. The Government is anticipating three phases: Phase I will be for two Performance Specification Verification Models in which the government will test and verify that the performance specification is met. Phase II will be for two production verification models. This phase will incorporate any changes that the Government may request from the testing in phase I into two additional models. Phase II may or may not be funded. Phase III is for the production of up to 250 MTRS, initial spares, and post-production support. The total duration of all three phases is 10 years. The anticipated evaluation factors for award are: Offer Submission, Offeror Capability, and Price. Offeror capability will include a demonstration of the offeror?s current commercial system This procurement is set aside 100% for small businesses. The North American Industry Classification Code is 334511, 750 employees. The Federal Supply Class/Service Code (FSC/SVC) code is 1385.
