- Description
- The Geospatial Service & Technology Center (GSTC) is responsible for producing and revising Primary Base Series (PBS) and Secondary Base Series (SBA) maps for the entire Forest Service. The legancy system used to produce these produce these products is built on technology that is no longer supported by the vendor, leaving GSTC's map production capability at risk. GSTC must migrate from the legacy system to current, stable technology to maintain mapping capability. The new system will be know as the Map Production System (MPS). MPS will be developed and implemented with two cotnracts. The first contract (Phase I) was awared in May of 2001 and will end June 2002. It deals with the MPS database and product editing. Software applications from Phase II contract will work independently of applications delivered by the Phase I contract, therefore Phase II contract work may commence prior to the completion of the phase I contract. The purpose of the RFP is to award to the second (Phase II) contract to complete MPS by developing and implementing PBS (1:24000/1:63360) and SBS(1:126720) product generation software for hardcopy, raster, and vector products. Primary technical constraints for this contract deals with the USFS/GSTC Information Technology (IT) infrastructure. Software delivered by this contract must incorporated ESRI's ArcGIS 8.xsoftware and must comply with GSTC's ArcSDE/Oracle MPS database. Most of the development work will be performed at the contract site, however, substantial requirements analysis work will be required and will take place at GSTC. This solicitation will be for base and four options years. Production generation software, software documentation and software training will be accomplished in the base year. The remaining option years will provide software maintenance. The contractor(s) on the Phase II contract shall: design, develop, test, implement and maintain SBS and PBS database-driven product generation software applications for hardcopy, raster, and vecto output; collaborate with MPS project team at GSTC at the beginning of the Phase II contract and throughout the base year to perform detailed requirements analysis to assure mutual understanding of SBS and PBS product generation requirements; develop a thorough understanding of PBS/SBS product standards and requirements to assure the success of MPS throughout the life of the PhaseII contract; prepare and implement a requirements analysis plan to support Phase II development; provide documentation, training, and maintenance as required for Phase II contract software; provide licensing and maintenance of software delivered by the Phase I contract; provide training for software delivered by the Phase I contract.
