Description
The work will consist of boundary surveys to include surveys required for the Wetland Reserve Program and floodplain easements for the Emergency Watershed Protection Program in the State of Mississippi. A total of three (3) selections will be made to provide services under the contract. Applicants must have the capabilities to provide surveying and drafting services. Joint ventures may be considered but a land surveyor registered in Mississippi shall be available for technical negotiations with the Contracting Officer's Representative (COR). Preselection will be based on the following criteria. An applicant must: (1) Have a land surveyor registered in the State of Mississippi. (2) Have a minimum of three surveying personnel employed on a full-time basis, who have a minimum of one-year experience each, one of which has a minimum of five years experience. (3) Have a minimum of one draftperson employed on a full-time basis, who has a minimum of two years experience. Selection will be based on the following criteria: (1) Past performance on contracts with Government agencies and private industry (15%). Evaluation will be based on the quality and timeliness of performance under previous contracts. (2) Location in the geographic area and knowledge of the locality (30%). Evaluation will be based on proximity to identified local work areas, and the extent of previous work performed in the State of Mississippi. The identified local work areas are: (a) Lower Delta - Warren, Issaquena, Yazoo, Sharkey and Humphreys Counties. (b) Middle Delta - Washington, Sunflower, Leflore, Grenada and Bolivar Counties. (c) Upper Delta - Tallahatchie, Coahoma, Quitman, Tunica, Panola, DeSoto and Tate Counties. (3) Specialized experience (25%). Evaluation will be based on the extent of directly related experience in boundary surveys. (4) Capacity to accomplish the work (20%). Evaluation will be based on the number of personnel available in the disciplines described above, the quantity of existing work under contract, and the schedules for completion of existing work under contract. (5) Professional qualification necessary for satisfactory performance (10%). Evaluation will be based on land surveyor registrations and civil engineering technician certifications. Interested and qualified firms should submit a completed SF 254 and SF 255. Only those firms responding by the due date will be considered for selection. Firms with a current (one year or less) SF 254 on file need only to submit a SF 255. Minimum total delivery orders will be $10,000 per fiscal year. Work will be ordered on an "as needed" basis during Fiscal Year 2003, October 1, 2002 through September 30, 2003 with an option on the part of the government to renew for two additional one-year periods.
