Description
The Materials, Science, and Engineering Laboratory (MSEL), National Institute of Standards and Technology, intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Arc Second, Inc, 44880 Falcon Place, Suite 100, Dulles, VA 20166-9544. MSEL is conducting research in real-time construction component tracking and automated steel construction. The research requires that the existing ArcSecond Vulcan 3D Measurement System be upgraded and the Apollo Measurement System be integrated. Both systems are patented and manufactured by Arc Second, Inc. The upgrade of the ArcSecond Vulcan 3D Measurement System and integration of the Apollo Measurement System will produce the following extended and essential capabilities: (1) 3D distance, azimuth, and elevation angle measurements must be accurate to +/- (1 mm + 100 ppm), +/- 1/25" + 100 ppm) taken from any orientation; (2) measurement range must be 50 m radial from each transmitter; (3) collection and storage of measurements must be real-time, including real-time transfer to CAD; (4) must provide multiple user support within the same coordinate frame; (5)must be capable of indoor/outdoor use; (6) must have no loss of performance in low-light or dark conditions; (7) must be portable; and must allow single person set-up and operation. The upgrade to the ArcSecond Vulcan 3D Measurement System shall include (1) replacement of the obsolete Vulcan Wand with the Vulcan Pole; (2) software upgrade to PocketPC version1; (3) software Developer's Toolkit (SDK) 1; and transmitter recalibration. The Arc Second Apollo Measurement System integration shall provide (1) three (3) individual measurement sensors, each sensor will have an associated PDA, Position Calculation Engine, battery, and wireless card and (2) Control Station Software1. A firm fixed price purchase order will be issued. The NAICS code for this acquisition is 541511 and the size standard is $18M. This notice of intent is not a request for competition; however, interested parties may identify their interest and specific capability to respond to the requirement, in writing. Written responses to this synopsis must contain sufficient documentation to establish a bona fide capability to fulfill the requirement The Government will consider all responses received by the closing date. A Request for Quotation is not available.
