Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, 1095 Willowdale Road, Morgantown, WV intends to award, on a sole source basis, a purchase order to the West Virginia University Research Corporation, WVU Department of Statistics to provide advanced mathematical statistical consultation services in support of statistical methods development and programming services for the rotational entropy project. The authority for this sole source procurement is FAR Part 6.302-3, in that WVU Research Corporation is the only known source within close proximity to the NIOSH with the professional expertise needed. WVU already provides services of a statistical consultant and a programmer from previous contract activities and this contract will extend and expand services already being provided under a previous contract for an additional year. The individuals under this contract need to meet regularly with NIOSH investigators and will use NIOSH computer services that are protected by U.S. government security requirements. Thus, the statistician and programmer must physically reside at the NIOSH facility on a periodic basis. They will need to work closely with NIOSH investigators and statisticians currently supporting theoretical development in the rotational entropy project and provide advanced consultative advise for problems requiring new theoretical foundations. Therefore, the Government intends to negotiate on a sole source basis with the WVU Research Corporation, Morgantown, WV. This is not a request for competitive proposals and no solicitation is available. Organizations that believe they can provide the required services are encouraged to identify themselves and give written notice to the Contracting Officer within 10 days demonstrating that they have the expertise and capabilities necessary to meet the stated requirements. Forward evidence of capabilities and supporting information to: Rex S. Wolfe, Jr., Reference: #HELD02B0050, DHHS, PHS, CDC, NIOSH, ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will solely be used for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days, award will be made to WVU Research Corporation. All information received will be considered by the Government.
