Description
NA This is a combined synopsis/solicitation for commercial parts and service prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation may be viewed in its entirety at web sit e: http://www.uspfo-mo.org under solicitation number DAHA23-02-T-0074. Solicitation document and incorporated provisions and clauses are current through Federal Acquisition Circular 2001-06. This request is being solicited on an unrestricted basis under NAICS Code 811310. (Note: If contract is issued under another Government contract, clauses and provisions contained in Government contract will take precedence.) Statement of Work follows: (1) Contractor will be required to pick up engine at MO-AVCRAD Shop, 2501 Lester Jones Avenue, Springfield, MO 65803-9513. (2) Tear down and quote for analysis of repair a T-700 GE Engine from Blackhawk UH-60, Series A Helicopter. Serial # is GE-E-207802, Work Order 203001, Time Since New (TSN: 3590 hours). (3) C ontractor is to completely disassemble, clean and evaluate for cost to repair. If Government determines it is not cost effective to repair, the Contractor shall reassemble the engine and return to Springfield, MO. Time allocated for the tear down, evalua tion and quotation for repair is 30 days from date of contract award. Work shall be performed in accordance with TM 1-2840-248-23 & DMWR 55-2840-248-2. No repair shall be performed on engine until Agency has been notified of cost and Contractor has been given a ?Notice to Proceed?. Agency reserves the right to exercise option to repair engine in accordance with FAR Clause 52.217-5. Proposal for repair of engine shall be provided in the following format: Labor hours X labor rate (prevailing wage rates ar e applicable) for a total cost for labor. Contractor will provide to Agency an itemized list of repair parts with price each, plus labor for a firm fixed price. (Note: the Agency reserves the right to provide any required parts.) Submitted repair propo sal shall include a technical statement of discovery and work needed for repair. (4) Government will determine if they want engine repaired. If engine is not repaired, engine shall be reassembled and returned to Springfield, MO. In accordance with FAR 52.212-2, selection criteria is listed in descending order of importance as follows: Technical ability, past performance, period for performance, and cost. Contract will be awarded based on the best value to the Government. Vendors who quote shall be a FAA certified turbine engine repair facility. Government will require a 1,000-hour warranty. Work is to be performed within 300-mile radius of Springfield, MO. Government Agency will provide engine can for shipping. Include a completed copy of the prov ision at FAR 52.212-3, Reps and Cert. with proposal. The following additional FAR and DFAR clauses are applicable: FAR 52.212-4, Contract Terms and Conditions; FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders of Commercial Items; FAR 52.222.21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.2222-37, FAR 52.222-42, FAR 52.222-43, and FAR 52.232-33, DFARS 252.225-7001 and DFARS 252.204-7004.
