Description
NA The purpose of this notice is for Market Research in support of Acquisition Planning. It is a combination of Sources Sought and Request for Industry Comment. The United States Military Academy, West Point, New York has a requirement to perform an OMB Cir cular A-76 Performance of Commercial Activities Study for Directorate of Logistics functions. Please review the draft documents to determine your capability to provide these services as a Prime Contractor and to provide your comments on the requirements. The draft documents include the proposed Notes, Section B, Section E, Section F, Section G, Section H, as well as the proposed Performance Work Statement, and revisions. Briefly the services required include: Unit Supply Services-programming, planning, coordinating, and scheduling of Unit Supply Services, providing advice and assistance, performing unit level life-cycle management, performing property book operations and maintaining the United States Corps of Cadets (USCC) unit property book, fabricatin g swiss seat ropes for rappelling, and providing arms, ammunition, and explosives support to USCC; Mission and Installation Support-plan, program, coordinate, advise, and schedule logistical support, provide costing and production information services, pro vide support for specialized logistics information systems, operate the USMA supply support activity, provide academic material issue services, operate the service and issue unit, operate the ammunition supply point, operate central receiving, supply wareh ouses, storage facility, and property disposal office, provide cadet supplies and equipment; Property Accounting and Material Management Services-provide property book level supply support, conduct inventories and inspections, manage bulk petroleum, provid e specialized logistics information systems management; Memorial Affairs and Mortuary Services-provide memorial affairs services, provide mortuary services, support memorial affairs cemetery gift fund process, provide tours; Food Services-plan, program, an d schedule services, develop menu, requisition food, acquire supplies, equipment, and services, manage food, supplies and equipment, prepare food, clean, sanitize and disinfect the production areas, conduct a hazard analysis critical control point program, provide linen service, perform miscellaneous services; Uniform Fitting, Manufacturing, Repair, Modification, and Alteration Services-plan, program, and schedule cadet uniform factory (CUF) production operations, services, and support, manage CUF inventory , fit uniforms, manufacture unique uniforms and other textile products, repair uniforms and other textile products, modify uniforms and textile items, alter uniforms, preserve and present CUF history, maintain CUF and other equipment and facilities; Barber and Beauty Salon Services-provide barber services, provide beauty salon services, maintain barber and beauty salon production record, clean and maintain barber and beauty salon equipment, collect fees for services, launder capes and towels, prepare Camp Buckner barber shop for summer use and winter closing, perform limited custodial duties; Transportation Services-manage outbound freight shipments, monitor inbound freight shipments, process personal property shipments, acquire non-temporary storage for au thorized customers, process local move requests, counsel customers and process do-it-yourself applications for local, PCS, and TDY, assist customers in processing claims, provide technical assistance to customers; Harborcraft Services-manage, schedule, ope rate, maintain, repair, and protect vessels, facilities, barge sections, buildings, marine equipment and other support equipment, exercise operational control of USMA waterfront and docking facilities, serve as auxiliary member of emergency response team; and Information Management-coordinate installation of Standard Army Management Information Systems and non-STAMIS, perform initial and replacement installation of PC?s, servers, and laptop computers and transfer user data files, perform installation of peripherals and telecommunication equipment, install, upgrade, and configure software on PCs, laptops, and servers, provide technical support, coordinate network, telephone, and audix services, coordinate service requests to replace or repair hardware for outside vendor warranties and density list hardware, create, update and maintain internet pages, order hardware, software, and telecommunication equipment, prepare hardware and telecommunication equipment for turn-in, request, provide, and control telephone personal identification numbers, perform information systems security officer duties, conduct initial and annual automated information security training, install , update, and monitor anti-virus and security software, perform information management officer duties. Any resulting contract will be awarded on an ALL or NONE basis. The Standard Industrial Classification (SIC) for this requirement is 8744, NAICS Code is 56121, with a size standard of $20 million. It is anticipated that this will be an unrestricted acquisition. If the cost comparison results in contracting out the services, the Government anticipates awarding a Firm Fixed Price contract for a base year a nd four one-year options. A solicitation is not available at this time. No paper package is or will be made available. In addition to requesting comments on the draft, potential sources are being sought to determine if there are any c ommercial sources interested in competing against the government for this requirement, and to identify those sources.
