Description
Provide and install a base-wide alert systems with programmable auditory and visual alerts on the following 8 military bases in the Southeaster Virginia area: Commander in Chief U.S. Atlantic Fleet and Norfolk Support Area (including the inside of Building NH-95, Lafayette River Annex, Norfolk Naval Station, Naval Amphibious Base Little Creek, Norfolk Naval Shipyard (Portsmouth), Naval Weapons Station Yorktown (including Cheatham Annex), Security Detachment Northwest (Chesapeake), and Naval Air Station Oceana (Virginia Beach). These systems shall initially operate independently but shall have the capability to be networked to existing emergency notification systems to integrate with the computer system at Centralized Dispatch at the Norfolk Naval Station. These systems shall serve as early warnings for terrorist attacks. This requirement is being procured in accordance with FAR Subpart 13.5, "Test Program for Certain Commercial Items," (Clinger-Cohen). The completion date for installation and testing of the systems at all 8 military sites will be approximately one year from the date of award. Potential offerors are advised that there will be group site visits to each of the 8 military sites over a 2-day period and that attendance will be expected. Exact date and time will be addressed in the solicitation and any amendments. Potential offerors are hereby notified that the solicitation and subsequest amendments to the solicitation will only be available by downloading the solicitation documents at http://www.neco.navy.mil or at http://www2.eps.gov. This office no longer issues hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal. NOTE 22 APPLIES.
