Description
The U.S. General Services Administration (GSA) is issuing a Request for Qualifications (RFQ) SEFC for the development of the Southeast Federal Center (SEFC) in Washington, D.C. The 44-acre site is located in the District of Columbia Near Southeast neighborhood, along the banks of the Anacostia River, within one mile of the United States Capitol. Under the enactment of the Southeast Federal Center Public-Private Development Act of 2000 (P.L. 106-407), GSA has special authority to adopt innovative, flexible approaches for working with the private sector in developing the SEFC site. Such approaches may include leases, contracts, joint ventures, acquisitions, and/or other types of arrangements. GSA?s primary goal is to enhance the value of SEFC to the United States. Achieving this goal will require that the site be developed to its fullest potential, drawing upon the ideas, capabilities, and experience of the private sector. GSA envisions an urban mixed-use waterfront development to include office, residential, retail, and a waterfront park. This RFQ stage is the first stage in a two-stage selection process. The objective of this RFQ stage is to identify the most highly qualified developers to continue in the selection process. The RFQ will be followed by the issuance of one or more Requests for Proposals ("RFP Stage") to the most highly qualified developers identified from the RFQ stage. Comprehensive and detailed development proposals will be solicited in the RFP stage of the selection process. At the conclusion of the final step, GSA will select the preferred developer(s) with whom to enter into agreement(s) for the lease, sale, or other agreements regarding the development of the site(s), based on criteria outlined in the RFP.
