Description

NA Design and build by replacement of 140 up to 204 Senior Noncommissioned Officer Family Housing Units. Work includes extension, modification and replacement of street and utility infrastructure. Construction will consist of variously configured single one -story buildings. The design includes frame construction with a mix of brick veneer and stucco/brick veneer, garages, passive solar features, heating and cooling by individual units, hard wired interconnected smoke detectors, and all equipment and applian ces for functional living units. Supporting facilities include landscaping, streets, sidewalks, driveways, street lighting, utility services, telephone and able TV systems, storm drainage, recreational areas, perimeter and privacy fencing. The site is fl at and all existing homes have been demolished under a previous contract. Project will also include demolition of 174 existing housing units to include asbestos and lead-based paint removal/abatement. At least five percent of the quarters will be constru cted such that they are accessible and easily modifiable to accommodate requirements of the handicapped. Estimated value is on the low end of the Defense Federal Acquisition Regulation Supplement stated range of ?between $10,000,00 and $5,000,000. The pl ans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5? diskette, CD-ROM and/or t he Internet. However, the Government reserves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore the contractor?s responsibility to check the following address daily for any posted changes to this soli citation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Army?s Single Fa ce to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposal from large business firms must comply wit h FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District Subcontracting goals are for specified percentages of the contractor?s total planned subcontract amount to be placed with the following: Smal l Business, 61.4; Small Disadvantaged Business, 9.1; Women-Owned Small Business, 5.0; Veteran-Owned Small Business, 3.0; Historically Black Colleges/Universities and Minority Institutions, (where applicable) 2.0; and HUB Zone Small Business, 1.0. The Nort h American Industrial Classification System (NAICS) Code applicable to this project is 233210, Commercial and Institutional Building Construction, which corresponds to SIC Code 1521. The Small Business Size Standard is $28.5 Million. Solicitation to be i ssued on or about 26 APR 2002. Proposals due on or about 11 JUN 2002.
