Description
The Naval Air Systems Command (NAVAIR) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) for Consolidated Automated Support System (CASS) Test Program Sets (TPSs). These TPSs will support approximately 28 Weapon Replaceable Assemblies (WRAs) presently supported on the Intermediate Avionics Test Set (IATS) in support of the F/A-18A/B/C/D/E/F aircraft. A Firm Fixed Price contract with the Boeing Company is contemplated for this requirement. The Boeing Company is the sole designer and developer of the IATS and associated TPSs and possesses specialized technical knowledge of the IATS, TPSs, associated source code and data. The IATS operating system Test Executables required to develop CASS TPSs utilize a Boeing Company developed expert system based on artificial intelligence technology that was also developed by The Boeing Company. There are no test requirements documents, test diagrams, test flow diagrams, or station software or firmware design documentation available. Interested parties may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. No solicitation document is available. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued without further notice.
