- The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL, has identified a requirement to develop conceptual and preliminary designs for the Battle Stations Exercise. The overall objective of the Battle Stations Program is to provide the Navy?s recruits with the culminating training exercise in the final phase of their training. This entire Battle Stations Exercise will be comprised of specified events (e.g., move aboard a ship) and scenarios (e.g., small boat attack) that push recruits to their physical, mental and emotional limits, requiring them to draw on every aspect of their basic training curriculum. The recruits must utilize the skills and knowledge they obtained during recruit training in an environment that approximates the stressors that can be encountered in the operational shipboard environment The Battle Station Program will be done in a two contract strategy, the first phase being for the creative concept and design of the events and scenarios being supported by NAWCTSD, and the second phase being for the construction and implementation of the Battle Station Exercise Facility being supported by the Naval Facilities Engineering Command (NAVFAC) at Great Lakes, IL. The first contract is expected to be awarded in August 2002 with an estimated 10 month period of performance for approximately $1.5 million (excluding options) and the second contract is expected to be awarded first quarter of FY04 for approximately $50 - $55 million. This synopsis applies to the first phase contract for the Battle Station Program. The concept design contract will provide events and scenarios designs for the Battle Stations Exercise that take advantage of the entertainment industry?s ability to create imaginative and convincing experiences. Further objectives for phase one consist of development, refinement and formalization of the conceptual design criteria for the production equipment to include: Operational Requirement Considerations; Logistics Elements; Building Design Interface Considerations; and Non-proprietary procurement specifications for all production equipment. The basic award of phase one will be a Firm Fixed Price type contract awarded using a trade-off basis with a follow-on post contract support services option, exercised if required. NAWCTSD seeks to competitively award this contract on a 100% small business set-aside (See Note #1). The Government anticipates that a pre-proposal conference/site visit at Great Lakes Recruit Training Center, IL will be held on or about 21 May 2002. A draft Statement of Objectives (SOO) will be posted on the below website on or about 15 April 2002. Offerors submitting proposals responsive to the terms and conditions of the solicitation will be required to give an oral presentation of their technical capabilities and management plan. Specific details will be provided in the formal Request for Proposal (RFP) N61339-02-R-0048 which will be posted on the World Wide Web at ?http://www.ntsc.navy.mil/Ebusiness/BusOps/Index.cfm?
