Description

The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, Air Force Research Laboratory, Wright Patterson AFB, Dayton Ohio intend to procure on a Sole Source basis from Combex, Inc., 219 Silver St., Kingman, AZ 86402, 928-718-0758, the following services: perform work for the Secure Distributed Componentization (SDC) project, provide capability-based programming in the E programming language. Use either the Linux or Windows operating systems, as determined by the selection of the target software to be componentized. The SDC platform shall be the E Programming Platform as described at http://www.erights.org. The components shall be wrapped in E objects, which shall perform secure distributed communication among the components using the Principle of Least Authority for all cross-component interfaces. Contractor shall have the ability and experience to be knowledgeable and productive in a capability secure environment. Minimum of 2 years working with capability secure systems. Contractor shall have the ability and experience to be knowledgeable and productive in an E software development environment. Contractor shall have the knowledge to develop and support development of network infrastructure for capability-secure strongly encrypted communication. CONTRACTOR MUST SUPPLY AT LEAST 1 OTHER PREVIOUS PROJECT PERFORMED FOR THE GOVERNMENT AT THIS LEVEL OF SUPPORT. A SOLICITATION WILL NOT BE ISSUED as a result of this CBD. Only one order will be issued for this requirement, no partials. PURPOSE: This project is intended to enhance the infrastructure for protecting sensitive software by Secure Distributed Componentization. IMPACT: The goal is to develop techniques and tools that augment the E platform and enable other programming teams, with expertise in specific sensitive systems but with little expertise in SDC, to efficiently and smoothly transition their systems to a more secure SDC architecture. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Combex, Inc. provides a crucial service for this project with their knowledge and ability to develop capability-based programming in the E programming language. Concerns having the ability to furnish the above services/supplies are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15- calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
