Description
NASA/SSC plans to issue a Request for Quote (RFQ) for Inspection and Cleaning of Tube Bank Skid, TBS-510-HE. The work to be performed under this project consists of the inspection, cleaning, testing and delivery to NASA/SSC, in Mississippi at the E-3 Test Complex, eight (8) ICC 3AAX Tubes, 6000 psig, 12.75 inch OD, 10.74 inch ID, 34'- 4" long, 21.7CFWV per tube with a total volume of 200 CFWV. The eight tubes were DOT certified September 1998 by FIBA using acoustic emission with a test pressure of 7,260 psig. DOT recertification due date is September 2003. The eight tubes have the following serial numbers: 4775-41, 4775-11, 4775-8, 4775-17, 4775-42, 4775-10, 4775-40, and 4775-39. (At present, it is not known if this tube bank has been in service since its 1998 certification. Presently, there is a gas blanket on the tubes, but the blanket gas is unknown). The tube bank skid shall be used in nitrogen or helium service providing gas pressurization to oxidizer systems consisting of hydrogen peroxide and LOX. The period of performance shall be four (4) weeks after award. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 333924 and 500, respectively. The DPAS Rating for this procurement is DO-C9. The anticipated release date of RFQ 13-SSC-Q-02-27 is on or about April 12, 2002 with a quote due date of April 22, 2002. The Statement of Work will be included in the solicitation. All qualified responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
