- Description
- This notice is published for industry comment and is a Request for Information (RFI). There is no solicitation associated with this notice, therefore, do not request a copy of a solicitation, as there is none. The Broadcasting Bureau of Governors, International Broadcasting Bureau (IBB/BBG) is conducting a market survey and requesting capability statements, brochures and other information from firms that have the potential of Second (2nd) Generation Content Management Application and whether such software exists, and is presently available for use. This application will facilitate the publishing of IBB's multimedia content to the Internet. It is anticipated that the eventual successful application will be responsible for the creation, editing and archiving of IBB's news and information content on several websites. The software should empower internal clients to add new content and customize design. The application must be stable; reliable and robust yet flexible enough to handle over 200 simultaneous individual content producers and accommodate approximately 3 million daily visitors to a high traffic news environment. The eventual successful application must be ready for use, thoroughly tested and meet the stated requirements below: 1) System shall be automated as possible and shall have a minimum need for scheduled maintenance/support. 2) System shall be user friendly, intuitive and require minimal training. 3) Monitoring functions should provide easy accessible information for troubleshooting problems. 4) System shall support the use of Unicode and international page formatting. 5) System shall be guaranteed to support IBB's internal client languages as shown on voanews.com website. 6) All levels of page display for both administrative and external users shall display Unicode. The application shall support the creation and publishing of design motifs as well as permit clients the flexibility to change the style and layout of the site and page level with style guidelines. The system shall include a search engine and is powerful enough to serve both internal and external requests with minimum database demands. The search feature display logic shall provide flexible user interface that is capable of being translated. The development of the eventual successful system shall be coordinated with in-house IBB/BBG developers. The system shall be secure and protected from unwanted intrusion and shall conform to U. S. Government laws and regulations including privacy issues, Section 508 and W3C accessibility guidelines. Training, maintenance component and document of the program will be a requirement under this effort. Interested parties must have in-house HTML and Cold Fusion expertise and must demonstrate the ability to integrate web systems. Interested parties shall submit a brief description of their company's business, a description of similar services furnished to Governmental and/or commercial customers to include points of contact. Additionally, provide a brief narrative detailing your approach to this effort; include a company point of contact including address, E-mail address, telephone number/Fax number and the company's web-page address. Finally, a budget estimate separate from the technical narrative is to be furnished. All responses to this RFI must be received by April 22, 2002.
