Description
The Fleet and Industrial Supply Center, San Diego, CA, intends to procure a nuclei mode aerosol size spectrometer (NMASS) on an other than full and open competition basis for the Naval Postgraduate School's Center for Interdisciplinary Remotely-Piloted Aircraft Studies in Monterey, California. Negotiations will be conducted on a sole source basis with the University of Denver, Denver, Colorado, because the University of Denver is the only manufacturer of a NMASS which can meet all of the following specifications: a. Provides measurements of aerosol size distributions in the diameter range from 4 to 60 nanometers; b. Provides measurements at rates of up to ten times per second; c. Operates unattended for up to ten hours on the ground or attached to an aircraft in flight; d. Performance remains unchanged as pressure changes over the range from sea level to 20,000 ft; e. Has five condensation particle counters (CPCs) which can be operated in parallel with different supersaturations of the working fluid vapor; and f. The saturators and condensers of each CPC can be operated at different and known temperatures. The above specifications are required to enable a fast and accurate response when measuring features or structures in aerosol concentration which are rushed through the NMASS during studies of the atmosphere. The NMASS has already been developed by the University of Denver and has been proven in research application. Its performance has been fully documented. A firm fixed price contract is anticipated with a six month delivery date after date of award. The RFQ will be issued about 16 April and will close 23 April. Any firm believing that they have a spectrometer which can meet all the above requirements may submit thei r rationale in writing to the contracting officer. The information submitted must clearly show that your product meets the above specifications. The information must be received by the contracting officer no later than 17 April 2002.
