Description
SPECIAL NOTICE: The Roof-mounted Air Conditioner Module (RACM) is a light-weight air conditioner unit that will replace the current A/AM-32C-10 air conditioner unit. The RACM will generate conditioned air using only the bleed supply air provided by the A/AM-32A-60 generator ground cart. The RACM is designed to mount on top of the -60 generator to reduce the logistics footprint and the expense of deployment. The Government anticipates awarding a requirement contract for a basic and 3 one year ordering periods. A first article will be required 120 days after award. The BEQ for FY02/03/04 are 240/240/161. The required delivery schedule is 20 each per month beginning 120 days after first article approval. The purpose of this special notice is to assist the Contracting Officer in determining how this procurement will be acquired either as full and open competition or set aside to small business. Companies having the capability of performing this work are invited to submit a Statement of Capability (SOC) to assist the Government in making this decision. All businesses submitting Statements of Capability should indicate whether they are a Large, Small, Small Disadvantaged, 8(a), Woman-owned, or a HBCU/MI. Small Disadvantaged Businesses (SDB) must be certified by the Small Business Administration (www.sba.gov). The NAICS code is 333415. The major technical area of interest is air cycle cooling technology, anti-icing and moisture management. Information submitted should be pertinent and specific in the technical area under consideration. The following criteria will be used in evaluating all responses to the synopsis: (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: name, professional qualifications and specific experience of engineers and technical personnel who may be assigned to the project; (3) Facilities and Equipment: availability and description of facilities and equipment required to perform in the technical areas under consideration. Include consideration of quality assurance certification levels and ability to provide technical data to a government specification or commercial manual. (4) Performance: outline ability to comply with the required delivery schedule; (5) Financial resources: ability to obtain adequate financial resources to perform the contract. Include any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our consideration and evaluation of the information. The SOC is not a proposal but should include short statements regarding the company's ability to demonstrate existing/developed expertise and experience in relation to the areas above. The SOC is limited to 10 pages with no prescribed format. Any commercial brochures or currently existing marketing material may be submitted with the capabilities statement. The SOC is due by close of business EST 15 March 2002 and should be submitted electronically to teresa.minton@robins.af.mil. All Federal Contractors must be registered in the Central Contractor Registration (CCR) database (http://www.ccr2000.com) This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). The Government will not pay for any information received in response to this announcement nor will the Government compensate any respondent.
