Description
The USDA, Agricultural Research Service, Soil Drainage Research, Columbus, OH has a requirement for a stream flow-sampling system with accessories. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-2-3001 is being issued as a Request for Proposal. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The solicitation is issued pursuant to full and open competition. Offerors are to propose prices for the following: DESCRIPTION OF ITEM REQUIRED: Stream flow sampling system consisting of: A portable sampler that can be programmed to obtain water samples on both a time and an event basis and to provide both discrete and multiplexed samples to separate containers; has the capacity for 24 individual glass sample bottles; is capable of recording and storing stream flow depth and rainfall rate using an attached depth sensor and a rain gauge; and operates on 12-volt DC. A bubbler type flow depth sensor that connects directly to the portable sampler and has a 10 foot level measurement range and 50 ft.of teflon bubble line. A minimum 40-watt solar panel with the necessary electronic components to charge 45 am-hour or larger the 12-volt battery that powers the system. A tipping bucket type rain gauge with a resolution of at least 0.01 inch of rain and 50 ft. of cable for connection to the sampler for recording rainfall amount. A set of 24 sample bottles with caps and teflon liners. A 3/8" stainless steel low flow strainer and coupler for 3/8" suction line. Accessories include: Rapid Flow Device for downloading data; Interrogator Cable - 10 ft; and Flowlink 4 for Windows Software Version 4.12. These items should be priced separately from the stream flow-sampling system. NAICS Code is 339111 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors shall submit Descriptive Literature describing their screw press in enough detail to ascertain the screw press meets the criteria listed above. Offerors must include a commercial warranty. These FAR clauses may be viewed at http://www.ARNet.gov/far/ . Proposals will be evaluated on price and proof of meeting the salient characteristics listed above. Award resulting from this solicitation will be made to the responsible offeror whose quote offers the "best value" to the Government, which may not necessarily be the quote offering the lowest realistic price nor the highest technically. In the event the offerors are considered essentially equal in terms of technical capabilities the government reserves the right to award to the offeror with the lowest realistic price. Payment will be made 30 calendar days after receipt of the equipment. Equipment will be shipped to: USDA-ARS-MWA, Soil Drainage Research, 590 Woody Hayes Dr. Columbus, OH 43210-9806.
