Description
This requirement is being advertised under full and open competition. The purpose of the proposed contract is (a) to conduct meta-analyses of epidemiologic studies of the association between alcohol consumption and a wide variety of health conditions thought to be associated (positively or negatively) with different levels of alcohol consumption, and (b) to estimate the fractions of U.S. morbidity and mortality from various conditions which are attributable to alcohol consumption, based on summary measures of relative risk for these conditions which have been estimated by meta-analysis. (If a relative risk of less than 1.0 is estimated for a condition [i.e., if exposure to alcohol is found to be protective against morbidity and mortality], fractions which permit estimating the number as cases/deaths prevented will be developed.) The successful offeror must exhibit a clear understanding of the conceptual, methodological, and empirical issues involved in applying meta-analysis techniques to epidemiologic studies of the health consequences of alcohol consumption. In addition, the successful offeror must have demonstrated ability to perform the activities called for in the Statement of Work as reflected in the experience, expertise, and publications (peer-reviewed and other) of project staff. This acquisition is a new requirement. NIAAA anticipates awarding a performance-based cost-reimbursement type contact for a period of three-years. It is anticipated that this Request for Proposal (RFP) will be issued on or about April 26, 2002 with proposals due on or about June 6, 2002. This RFP will be available through the Internet.
