- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 and DFARs Change Notice (DCN) 20001213. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. Standard Industrial Classification (SIC) code is 3861. Small business size standard is 500. NAICS is 333315. This acquisition is a 100% small business set aside. This purchase will be for a total of thirty (30) IR Cold Filters for placement on an Indigo IR Camera. The thirty (30) IR Cold Filters are divided into the following three (3) lot sizes of ten (10) IR Cold Filters per lot. 1). Ten (10) IR Cold Filters with the following specifications: Filter Type: Dielectric Mid-Wave Infrared, Substrate Material: Not specified, Diameter: 25.4 mm, Thickness: 1mm *0.2mm, Transmission: Average *80%, Scratch/Dig: 80/50, Wedge: 5 to 10 Arc Minutes, Clear Aperture: *23mm, Operating Temperature: -196 to 40 C, Blocking: < 0.1% from 1 micron to 1.4 microns, < 0.1% from 3.4 microns to 5.5 microns, 5% Cut-On wavelength: 1.6 * 0.050 microns, 80% Cut-On wavelength: 1.8 * 0.050 microns, 80% Cut-Off wavelength: 2.75 * 0.050 microns, 5% Cut-Off wavelength: 3.15 * 0.050 microns, 2). Ten (10) IR Cold Filters with the following specifications: Filter Type: Dielectric Mid-Wave Infrared, Substrate Material: Not specified, Diameter: 25.4 mm, Thickness: 1mm * 0.2mm, Transmission: Average * 80%, Scratch/Dig: 80/50, Wedge: 5 to 10 Arc Minutes, Clear Aperture: * 23mm, Operating Temperature: -196 to 40 C, Blocking: < 0.1% from 1 micron to 3.5 microns, < 0.1% from 5.0 microns to 5.5 microns, 5% Cut-On wavelength: 3.70 * 0.050 microns, 80% Cut-On wavelength: 3.80 * 0.050 microns, 80% Cut-Off wavelength: 4.65 * 0.050 microns, 5% Cut-Off wavelength: 4.85 * 0.050 microns. All thirty (30) requested IR Cold Filters are requested for installation on an Indigo IR Camera (Part Number 423-0019-00 (Phoenix InSb 640X512 Laboratory MWIR Camera)). Interested parties do not have to place the filters on the camera. All thirty (30) filters must be capable of being placed on the Indigo IR Camera. Interested parties who believe they can meet all the requirements for the thirty (30) IR Cold Filters described in this synopsis are invited to submit in writing complete information describing their ability to provide the required equipment. FOB Destination is the Government preferred method of shipping. Please submit FOB Destination shipping information with all submittals to the office. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. IMPORTANT: IN ACCORDANCE WITH FAR CLAUSE 52.232-18 AVAILABILITY OF FUNDS, AWARD OF THIS CONTRACT ACTION IS CONTINGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDING. IN ADDITION, CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000).
