Description
NA The Defense Contracting Command-Washington (DCC-W), on behalf of the Headquarters Army Materiel Command (HQAMC), Alexandria, VA, is issuing a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested within 30 days of this notice being published. A written solicitation will not be issued. The solicitati on document, DASW01-02-T-JLM01, incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-06 Mar 2002. This solicitation is 100% set-aside for small businesses. (SEE NOTE 1) The North American Industry Classification System C ode (NAICS) for this requirement is will be 541611, size standard $5M. Description of services to be acquired: Provide support to the Advanced Technology Assessment Reports Program in accordance with the attached Statement of Work. The period of perform ance is for a Base Year and 4 Option Years. CLIN 0001, The contractor will provide the necessary personnel and technical resources to provide Advanced Technology Assessment Report products and services as described in the SOW: Preparation of Initial Drafts of Advances Technology Assessment Reports (ATAR's) using Independent research and analysis. CLIN 0002, Preparation of Final ATAR's and integration into linked database. CLIN 0003, Update of selected advanced technology assessments. CLIN 0004, Preparati on of Final ATAR's and integration into linked database. CLIN 0005, Annual preparation of initial summaries for selected topics. CLIN 0006, 1st-3rd Quarter ATAR Knowledge Base Support and Maintenance. CLIN 0007, 4th Quarter ATAR Knowledge Base Support a nd Maintenance. Statement of Work, Army Technology Security Program Advanced Technology Assessment Reports (ATARs) 1.Annual Task Requirements: This contract is for support to the Advanced Technology Assessment Reports Program. Each year the following tasks will need to be performed: a. Prov ide an individual to serve as the industry representative on the ATAR prioritization panel and to participate in the following yearly actions by the panel: Review and revise the ATAR nomination and rating criteria. Develop and propose new topics to recomme nd as nominations. Review and rate nominations for new ATARs. Discuss new nominations with the prioritization panel. b. Provide an electronic knowledge base which can be installed on AMC DCSINT's web sites (classified an unclassified) and a CD-ROM which cr oss-references ongoing and completed ATARs with: selected Scientific and Technical Intelligence assessments provided by AMC DCSINT; ATAR Counterintelligence Assessments; the Technology Areas and Subareas in the Army Science and Technology Master Plan (ASTM P); the Science and Technology Objectives in the ASTMP, and AMC Technology Protection Plans. Update the knowledge base quarterly. c. Render completed ATARs into electronic formats specified for publishing on web sites and CD-ROM or write executive summarie s of completed ATARs in electronic formats specified for publishing on web sites and CD-ROM, as required. d. Write ATARs which, when complete, will be assessments of militarily critical technologies or emerging technologies required for development, produc tion, or operation of US Army systems which answer the following questions: Describe the technology and its application by the US Army in Army Transformation an d the Objective Force. What aspects of the foreign technology are important to the Army, and what is the current state of the art and rate of advance in those aspects? Who has the technology globally, and how are they applying it? Organizations and activit ies involved (US and foreign) Type and quality of effort involved. Who is attempting to steal the US technology? What is the impact of loss or exploitation of the key aspects of the technology? Recommend guidelines for sharing and protecting the technolog y. What is the assessment of allied trustworthiness to protect US technologies in international agreements and foreign military sales? e. Provide use of appropriate facilities and technically qualified personnel cleared for access to classified SECRET PROP IN, NOFORN/US Only and ORCON material. f. Support coordination of draft ATARs between Headquarters U.S. Army Materiel Command Intelligence and Technology Security Activity, participating major subordinate commands and DoD intelligence production centers. g . AMCMI will coordinate and interface with the Army Staff and other appropriate activities of the DoD, and otherwise project program requirements, to support the contractor's participation in the ATAR program. h. The contractor will identify a point of con tact to coordinate all aspects of their effort; meet with AMCMI personnel to review progress and provide monthly reports of expenditures and progress. i. Final draft ATARs to be provided for review by AMXMI-INT no less than one month prior to due date for review and comment. Final copies are to be provided in HTML format on CD-ROM within 60 days after contractor receipt of Army review and comment. Number of final copies of assessments is expected not to exceed 6. j. Develop and provide supporting related t echnology reference and system documentation, in the form of Internet-enabled information resources, presentations, and/or other formats as required by the COR. Delivery of End Products: End products will be delivered to AMXMI-INT, according to the schedul e shown in the attachment to this SOW. Government Furnished Property: One Secure Telephone Equipment (STE) with KOV-14 cryptocard for secure communications in support of the ATAR program. One laptop computer configured for use with the STE to provide for s ecure data communications in support of the ATAR program. Access to appropriately cleared contractor individuals to Intelink-S at AMC or other Army facilities is authorized as in the best interest of the government. The contractor will coordinate with AMX MI-INT for identification and authorization of specific contractor employees for access. Sep. Evaluation Criteria: Evaluation of the offeror's resources available to implement the contract, and how these resources wil l be utilized. These resources include proven ability through demonstrated past experience to satisfy all required services as stated in Performance Work Statement, and previous contract experience. Adjectival ratings to be used will include: Excellent, Ve ry Good, Good, Acceptable, and Marginal. FACTOR 1. CORPORATE EXPERIENCE AND QUALITY OF WORK SubFactor A. PERSONNEL SKILLS, QUALIFICATIONS, AND EXPERIENC E: Evaluation of the technical Skills, qualifications, and experience of key company personnel capable of performing and leading a team of professionals in successfully accomplishing all requirements as stated in the SOW. FACTOR 2. ADEQUACY OF TECHNICAL AP PROACH SubFactor A. INNOVATIVE AND BEST PRACTICES. Understanding of the technical requirements and the ability to implement innovations and best commercial practices (including application of standard tools, policies, and procedures) to provide end -user accessibility over commonly available information systems infrastructures without additional requirements for unique specially designed client-side applications software.) SubFactor B. CROSSLINKAGE WITH RELATED PROGRAMS. Breadth and depth of the offeror?s knowledge and experience and involvement with Army, and Department of Defense international technology security activities relating to US and international sharing and protection of military technologies, such as the Army Science and Technolo gy Master Plan (especially Annex E), the Militarily Critical Technologies List, and the International Technology Watch Program. FACTOR 3. PAST PERFORMANCE Sub-factor A. Quality of Service--Extent to which the offeror has demonstrated quality of service o n prior and/or recent projects similar in size or scope to those described in the Statement of Work (SOW), to include offeror?s record of performance on previous government contracts. Sub-factor B. Timeliness of Performance-Extent to which the offeror has demonstrated timeliness of prior performance. Sub-factor C. Responsiveness ? extent to which the offeror has demonstrated flexibility and responsiveness in response to special taskings, product modifications, and process changes. FACTOR 4.
