NA This special notice is for informational purposes only. A response is not required. The Military Traffic Management Command?s Guaranteed Traffic (GT) program is being converted to FAR-based Tailored Transportation Contracts (TTC), which will incorporate the best commercial practices and standards. The Military Traffic Management Command is revising the procedures it uses to procure motor, rail, pipeline, and barge carrier transportation services, including accessorial services in order to support Defense Logistics Agency (DLA) depots, Defense Energy Support Centers (DESC) activities, military service installations, and vendor locations. The purpose of transitioning to FAR contracts is to comply with the law, to articulate the transportation services needs of the Department of Defense (DoD) for the movement of its freight traffic, to ensure that freight carriers providing transportation have the willingness and the capability to meet those needs; and to provide the standardization necessary for a fully auto mated system for routing DoD freight traffic and U.S. Government shipments of foreign military sales material. Full and open competition is contemplated. HQ, Military Traffic Management Command (HQMTMC) has established an Integrated Process Team (IPT) tha t is comprised of eight Government Representatives, two representatives from the following organizations: The American Trucking Association, The National Defense Transportation Association and one representative from The Association of All Pipelines. The objective of the IPT is to prepare the documents required to develop a Draft Request for Proposal (RFP) for Tailored Transportation Contracts (TTC). The IPT also intends to develop and finalize 2 Performance Work Statements (PWS), (Objectives, Standards, and Measurements), contract line item structure etc. that incorporates best practices and standards. One PWS will be for Freight of All Kinds (FAK) and one PWS will be for Fuels. Projected IPT Session I is scheduled for 22- 26 April 2002 at Ft. Belvoir , VA and Session II of the IPT is scheduled for 6 ? 10 May 2002 at Ft. Eustis, VA. In Progress Report from IPT sessions will be made available to the industry for review and or comment at the following website: http://www.mtmc.army.mil/parc/parc1/htm. P lease refer to the Guideline for Submitting Information prior to submitting comments. After reaching the site, click on Tailored Transportation Contracts (TTC) to access all information pertaining to this requirement. Guidelines for Submitting Informatio n: In order to facilitate an efficient method for reviewing comments generated from posted documents the guidelines listed below must be followed: A. Check all postings prior to submitting your comments to ensure that the issue has not been previously a ddressed. (Unless you have determined that the revised documents does not answer your concerns). B. Provide your name, company information and contact number. This information will not be provided to the IPT. C. Clearly identify the issue in question . D. Provide a reference to where the issue can be found. If referenced on more than one page or in more than one document, please identify all, for example document entitled, Draft RFP page 1, paragraph 3. E. List the date the document was posted if more than one document with the same name exist. F. Indicate whether the submission is for clarification or to submit a different approach. G. Provide a logical approach or an alternative solution to the issue in question. If it is a question of clarif ication, clearly state why you think the issue is not clear. Provide your solution. H. Data must be submitted at least one week prior to the next IPT session. Please refer to the schedule for IPT sessions. I. The IPT will not provide or post responses to the web. J. All information shall be addressed to the following Contracting Officers: Ms. Lajuana Moody, Freight of All Kinds (FAKS), moodylajuana@mtmc.a rmy.mil or FAX (703) 428-3379 and Ms. Toye Latimore, (Fuels), latimoret@mtmc.army.mil or FAX (703) 428-3325. A Pre-Proposal conference will be held for this procurement, whereby prospective offerors will be provided a general overview of the solicitation requirements. This is not a request for proposals. There is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This is a collaborative effort for developing a Draft RFP f or the Tailored Transportation Contracts (TTC). Therefore, prior to the official release of the Draft RFP or Final RFP, please use the guidelines cited above to submit comments.
