Description
NA CONTRACT INFORMATION: Architect Engineering Services to be performed under this contract will provide design, planning, management and technical support for the U.S. Army Garrison Fort Belvoir, and other assigned mission areas within the North Atlantic Div ision. Work will provide support for UST Site Investigations, Assessments, and CAPs Fort Belvoir, Directorate of Installation Support, Environmental and Natural Resource Division. A contract will be made for a firm fixed price, Indefinite Delivery Type Con tract for a one-year period with two option periods for a total of three (3) years. The cumulative amount of all task orders will not exceed $1,000,000.00 per year. This announcement is open to all businesses regardless of size. Subcontracting Plan R equirements: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806(b) of PL 100-180, PL 95-507, and PL 99-661. A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of total planned subcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions, and 8% with Women-Owned Small Businesses (WOSB) 3% Hubzone, 3% Service Disabled Veteran, 3% Veteran owned Small Business. This plan is not required with this submittal. 2. PROJECT INFORMATION: The contractor shall be required to perform site characterization an d assessment activities at Underground Storage Tank (UST) sites, at locations where a petroleum release has been documented, or at former waste storage sites on Fort Belvoir, Virginia. At the sites designated by the Directorate of Installation Support, En vironmental and Natural Resource Division (DIS-ENRD), the contractor shall complete a site characterization as per requirements of the Virginia Department of Environmental Quality. Site assessment activities shall include but are not limited to any or all of the following: conducting background information reviews, obtaining utility clearance/drilling permits, performing field activities and laboratory analyses, conducting risk exposure assessments and remediation assessments, preparation of detailed site characterization final reports, and preparation of corrective action plans (CAPs) when required. In addition to the standard site characterization study at each of the UST sites, the contractor may be required to perform additional activities at the reque st of the DIS-ENRD. These additional activities may include: performing additional laboratory analyses, additional soil borings, installation of additional monitoring wells, performing field screening activities, collecting additional field samples, pass ive collection of liquid phase hydrocarbons, performing in-situ hydraulic conductivity tests, field screening techniques such as immunoassay or similar procedures, implementing CAPs, operation and maintenance of remediation systems, general petroleum compl iance support services such as tank system inspecitions nad testing, and installation or removal design documents and specifications, and attending on-site project meetings. 3. SELECTION CRITERIA: Firms must demonstrate in-depth knowledge of and experie nce in preparing UST Site Characterization Reports for the Virginia Department of Environmental Quality; knowledge of Commonwealth of Virginia and Federal environmental regulations; and ability to provide products that are directly transferable to an Inter graph Geographical Information System (GIS). Laboratory analytical services must be performed by an accredited U. S. Army, Corps of Engineers (USACOE) laboratory with a turnaround time no more than two weeks. In addition to the specified requirements, fo r consideration firms must demonstrate: (a) past experience and capabilities in the type of work described above; (b) ability to respond and complete activities in a timely manner; (c) location of offices in proximity to Fort Belvoir, Virginia; (d) computer capabilities including Intergraph GIS and CAD capabilities; and (e) past performance on Government contracts in terms of cost, control, design, and meeting es tablished schedules. 4.SUBMISSION REQUIREMENTS: See Numbered Note 24. Firms, which meet the requirements described in this announcement, are invited to submit a completed Standard Form 254, ?Architect-Engineer and Related Services Questionnaire? and a com plete Standard Form 255, ?Architect-Engineer and Related Services Questionnaire for Specific Projects?. Supplemental information requested must be furnished for prime, joint venture(s) and/or consultants. Be advised that the Baltimore District does not m aintain DF 254's at this office. Submission limitations: for the A-E team (Primes and subs) The material to be provided in Section 10 of the submittal shall not exceed 10 single-sided pages in length.
