Description
NA THIS SOLICITATION IS AN UNRESTRICTED PROCUREMENT. The project consists of constructing a standard design vehicle maintenance facility to include maintenance shop, overhead cranes, storage areas, oil and paint storage buildings, scheduled maintenance facil ities, sentry station, and hardstand. Install an intrusion detection system (IDS) for the arms room. Supporting facilities include utilities; electric service; fire protection and alarm system; security fencing and lighting; paving, walks, curbs and gutt ers; storm drainage; access roads with clear zone and gates; drainage; information systems, and site improvement. Access drives and extensions included. Access for the handicapped will be provided. Special foundation work is required due to expansive s oils. Anti-Terrorism/Force Protection measures includes laminated glass, hardening of the doors, and traffic control barriers. Estimated Construction Range: $10,000,000.00 to $25,000,000.00. Solicitation will consist of a base bid and options. Solicita tion will issue on or about 21 May 2002. Bid Opening date will be on or about 20 June 2002 at 2:00 p.m., central time. Duration of the construction project will be approximately 720 days. The North American Industrial Classification System (NAICS) Code applicable to this project is 233320, Commercial and Institutional Building Construction, which corresponds to SIC Code 1542. Small Business Size Standard is $27,500,000.00. This is an UNRESTRICTED solicitation. Offers from all qualified business concer ns may submit offers. If a LARGE business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. Fort Worth District?s goals are that a minimum of 61.4% of the contractor?s total in tended subcontracted amount be placed with small businesses (including small disadvantaged and woman-owned businesses); 9.1% of the total subcontracted amount to be placed with small disadvantaged businesses; 5.0% of the total subcontracted amount be place d with woman-owned businesses; 3.0% for Veteran Owned Small Businesses; 2.0% subcontracted amount be placed with historically black colleges or universities/minority institutions (where applicable); and 2.0% of the total subcontracted amount be placed with HUB Zone businesses. The plans and specifications have been placed on a Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments s hall be made through 3.5? diskette, CD ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor?s responsibility to check the followin g address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following internet address: http://ebs.swf.usace.army.mil. Bidder s shall register themselves on the Internet to receive a copy of this solicitation (CD-ROM). The Corps of Engineers accepts bids from Prime Contractors only. Subcontractors and suppliers can view/print a copy of the plan holder?s list at https://ebs.swf. usace.army.mil/ebs/AdvertisedSolicitations.asp to find prime contractors to submit their bids to. Subcontractors and suppliers can also register to receive a copy of the CD ROM and be placed on the plan holder?s list at the same address.
