Description
NA This is a notice of intent to award a sole source contract to W. D. Liam Finn, PEACS, Vancouver, British Columbia. Mr. Finn has been identified as having sole expertise in 2D dynamic finite element analyses utilizing TARA3 and providing technical guidance concerning evaluation of remedial measures. The proposed project is located at Tuttle Creek Lake, near Manhattan, Kansas. The following are the salient characteristics of the experience required for this procurement: Specialied experience in (1) compu ting post liquefaction deformations with time domain finite element analyses; (2)selecting parameters and numeric modeling of non-linear, strain softening geotechnical materials; and (3) liquefaction potential evaluation of both sands and fine grained mate rials and remediation of such materials. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarde d on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for future procurements. If no affirmative written response is rece ived, the purchase will be awarded without further notice. A determination not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the U.S. Army Corps of Eng ineers, 760 Federal Building, 601 E. 12th Street, Kansas City, Missouri 64106, ATTN: Sheryl Stephens, by 3:00 pm, EST, 18 April 2002.
