- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Maintenance Services for Fire Protection Systems on Oahu, Hawaii. The work includes, but is not limited to, providing labor, management, supervision, tools, materials, equipment, and transportation necessary to perform inspection, testing, and maintenance of FM-200 and CO2 fire protection systems with squib explosive initiators. These systems are at Building 108 and Earthlink Building at Naval Computer & Telecommunications Areas Master Station, EASTPAC; Building 398 Makalapa; and Building 26A, Ford Island. Prior to award, the Government will perform a preaward explosive safety survey, which will include, but is not limited to, review of the prospective prime contractor's and any subcontractor's detailed written Standard Operating Procedures for performing all work and evidence of training. The Contractor shall also certify their employees are qualified and certified to work on the systems? squib explosive initiators. The NAICS Code for this procurement is 561621 and the annual size standard is $10.5 million. The contract term will be a base period of one year plus one option year. The total term of the contract, including all options, will not exceed 24 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. The Government is contemplating consolidating the service contracts administered by the Resident Officer in Charge of Construction. Should this occur, the option period may be affected. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Offerors can view and/or download the solicitation at http://esol.navfac.navy.mil/ when it becomes available. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. The solicitation utilizes source selection procedures which require offerors to submit a technical and price proposal for evaluation by the Government. Interested parties should respond not later than 15 days of this notice.
